This recruitment is for a full-time permanent Fish Biologist 2 in the Fish Program, Fish Management.  The duty station is located at 529 W Main Street, Dayton, WA 99328.

Under general supervision, this position will act as the lead biologist for the evaluation of population status and trends for steelhead, bull trout (both species listed as threatened under the federal Endangered Species Act), along with reintroduced spring Chinook, in the Washington portion of the Walla Walla Basin.  Responsibilities include critical review and revision of the study design, and developing protocols (e.g. trapping, juvenile sampling, spawning), tracking implementation of this Bonneville Power Administration funded project, and coordinating data collection and data interpretation and reporting with WDFW science and management divisions and with tribal co-managers. This project is part of a collaborative salmon and steelhead monitoring project with the Umatilla Tribe (CTUIR).  Other tasks include leading and assisting in the development of research studies, experimental study designs and statistical and biological analyses, estimates of adult abundance, carrying capacity, life cycle models or similar projects for salmonid populations in the Walla Walla Basin, or elsewhere in SE WA.

This position conducts and analyzes surveys of fish populations and aquatic habitats to determine distribution and abundance of species, conducts spawning surveys to develop population trends, and completes annual contract reports.  These annual reports are used for technical assistance, maintenance of agency databases, and proper management of aquatic resources.  This position is the lead biologist for the Walla Walla M&E project funded by BPA.  This position would obtain annual ESA take permits under Sec. 4d (or elsewhere, as appropriate) and is responsible for the annual reporting of the ESA take levels.  This position provides assistance and access to information to assist others in protecting and restoring aquatic species and their habitats, including habitat program staff, tribes, other agencies, and the public (or volunteers).  This position is responsible for hiring/supervising temporary staff.  This position trains temporary or seasonal staff on collecting, entering, and analyzing data.  This position would provide assistance with other Fish Management activities in District 3 (e.g. spring Chinook creel, spawning surveys and steelhead traps outside the Walla Walla Basin, private stocking applications, etc.).  This position is the lead for purchasing in the office, and may serve as the office safety representative.
Duties

1.  Lead the BPA funded Walla Walla M&E Project for WDFW, as a collaborative effort with the Umatilla Tribe.

Tasks include:

  • Contract Management
  • Project implementation
  • Data entry, analysis, summarization and report writing

2.  Organize and conduct routine fish and habitat monitoring, and summarizes and analyzes these field data.

Tasks include:

  • Conduct electrofishing, spawning ground surveys, and operating adult traps
  • Collecting data on stream discharge and water temperature
  • Collecting scale and genetic samples from fish
  • Complete understanding of coded wire tags and PIT tags

3.  Assists with spring Chinook fishery monitoring.

Tasks include:

  • Conduct creel surveys
  • Assist with data entry and summarization

4.  Under general supervision, independently makes recommendations and drafts proposals to the District Biologist, and helps with planning field studies and projects.

Tasks include:

  • Initiate and assist with planning, study design and implementation for field studies to provide information needed for management of aquatic resources
  • Works collaboratively with biologists and statisticians within WDFW and other cooperating agencies involved in management and evaluation actions in SE WA.

5.  This individual is the lead biologist for quality control of collected data, summarization or compilation of data into spreadsheet data sets, and ultimately into report formats.

  • Review data collection methods and question Scientific Technician staff to ensure data are collected appropriately and accurately including
  • Train and update staff on changes to data collection methods and monitor these changes for quality assurance.

6.  Hire and supervise technicians within the District 3 Fish Management Unit.

  • Reviews applicants’ credentials, conducts interviews, and hires or effectively recommends hiring staff.
  • Plans, assigns, and reviews the work of staff, adjusting assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
  • Assesses training needs of staff and arranges for or provides instruction.
  • Evaluates employee performance and provides performance appraisals and employee recommendations for other jobs.

7.  This position will be the primary purchasing officer for District 3 Fish Management staff and should be knowledgeable on agency purchasing rules and use of mandatory purchasing contracts.

  • Research products/vendors and find best available pricing and quality.
  • Check products for state contracts and use appropriate vendors as necessary.
  • Obtain certification and training to have agency P-card.
  • Complete monthly P-card logs.
