The Opportunity:
The Washington State Department of Transportation (WSDOT) Multimodal Planning Division is seeking a highly skilled, critical thinking and independent candidate for their Multimodal Planner – Transportation Planning Specialist 2 position in Olympia, WA. This position is responsible for participating in transportation planning projects and GIS analysis to support the development of the Washington State Highway System Plan (HSP), Washington Transportation Plan (WTP), and other planning projects. Transportation planning activities may include writing, analysis, community engagement, carrying out the completion of projects, and summarization of transportation data. This position is also responsible for assisting with planning assignments, completing reports, and preparing studies.

This position will perform the following work:

  • Performs specific tasks for the Highway System Plan, Washington Transportation Plan, and other plans as part of a high-functioning multi­disciplinary team.
  • Applies planning methodologies and accomplishes portions of studies with senior team members for statewide multimodal efforts.
  • Proposes outlines, writes sections, applies formatting and style, performs calculations, checks results, queries data, and performs other tasks to support plans.
  • Follows specific direction and defined methodologies to perform system analysis.
  • Summarizes findings and analysis for review by senior team members.
  • May perform as lead for small projects and specific studies with oversight by senior staff.
  • Prepares reports, summaries, maps, charts, and presentations; performs analysis; uses GIS analysis, and creates outputs in a variety of formats (maps, graphs, charts, etc.).
  • Conducts analysis of transportation data sets including agency programs, transportation systems and modes, planning, engineering, economic and statistical data.
  • Use GIS to communicate analysis results in a variety of formats (written, maps, graphs, charts, etc.).
  • Translates between technical and nontechnical information and develops reports for a variety of audiences.
  • Participates in preparation of community engagement / public involvement plans and carries out specific duties such as preparation of materials for public meetings.
  • Accurately records and summarizes conversations, decisions, meetings, and forums.
  • Drafts communication pieces (slides, maps, charts, handouts, and/or written material) for a wide variety of audiences.
  • Employee development and education.
  • Other duties and tasks as directed.

The requirements for this position are:

  • Bachelor’s degree involving major study in transportation planning, or related field plus two years of professional transportation experience performing the required knowledge, skills and abilities for this position.

OR

  • Master’s degree in one of the above fields plus one years’ professional transportation experience performing the required knowledge, skills and abilities for this position.

OR

  • A PhD degree in one of the above fields plus experience performing the knowledge, skills and abilities for this position.

Two years of demonstrated and documented experience in:

  • Analysis and documentation for small projects and programs or parts of large projects and programs.
  • Working well with other individuals in a dynamic, team-oriented setting.
  • Managing assigned tasks in support of multiple, concurrent projects within tight timelines.
  • Communicating with diverse audiences in written and verbal formats.

Two years of demonstrated and documented understanding of:

  • Transportation organizations, planning and performance measurement principles, and performance standards.
  • Transportation systems analysis, analytical processes, research methods, databases and transportation theory, application and techniques.

An ideal candidate for this position will have:

  • Knowledge of WSDOT department and program functions, products, transportation modes, and systems.
  • Knowledge of WSDOT performance measurement, communication, system planning, network planning, and reporting practices.
  • Knowledge of WSDOT communication standards for internal and external products.
  • Experience using data systems, analytical processes, analysis methods, transportation theory, application and techniques to support transportation policy.
  • Experience conducting quantitative and qualitative analysis, identifying data trends, inconsistencies, inaccuracies, or incomplete information for complex analysis topics.
  • Using Geographic Information System (GIS) to communicate highly technical and complex data sets to a non-technical audience.
  • Certification or licensure, such as AICP.
