The Washington State Department of Transportation (WSDOT) is seeking a Region Landscape Architect to fill a vacancy in the Environmental Office located in Tumwater, WA. This individual manages the Olympic Region Roadside and Site Development unit ensuring fulfillment of WSDOT policy as outlined in the Roadside Policy Manual (RPM). This includes coordinating the visual elements within highway corridors and overseeing the development and preparation of roadside preservation, restoration and enhancement projects. The individual in this role will have the stamping authority for contract plans and technical expertise reports produced in conjunction with the program.

This position will perform the following work:

  • Coordinate, oversee, and develop roadside and landscape deliverables to meet departmental objectives and commitments.
  • Supervise team in the preparation of restoration costs for planting plans, plant establishment, maintenance manuals for storm water Best Management Practices (BMP) and projected maintenance costs.
  • Provide oversight and supervision for roadside restoration and environmental mitigation components of consultant agreements.
  • Provide assistance and inspection of roadside restoration and site development projects.
  • Approve roadside work plans, weed control plans, plant material and other materials as necessary.
  • Provide visual quality, weed control, vegetation protection and plant establishment recommendations for project offices.
  • Coordinate with the four maintenance areas within the Region to provide Integrated Vegetation Management (IVM) recommendations for roadside vegetation.
  • Manage program including preparation of workforce projections and oversight of fiscal controls for projects.
  • Prepare, oversee, and/or review visual quality discipline reports for compliance with federal regulations, procedures, and policy.
  • Participate in various professional landscape workshops, training sessions, seminars, and meetings sponsored by government agencies, universities, and professional organizations.

Required qualifications include at least one of the following:

  • A Bachelor’s degree in transportation, landscape architecture, environmental, urban regional/land use planning, engineering or related field and four (4) years of professional transportation experience involving analysis and evaluation of transportation issues and problems.
  • A Master’s degree in one of the above fields and three (3) years of professional transportation experience involving analysis and evaluation of transportation issues and problems.
  • Two (2) years as a Transportation Specialist 3, Transportation Engineer 3, Landscape Designer 3 or equivalent classification in city or county agencies.

In addition to one of the above, candidates are also required to have:

  • Registration as a Landscape Architect in Washington State.
  • The ability to evaluate WSDOT highway construction and maintenance proposals as they relate to the Roadside Policy Manual (RPM), Integrated Vegetation Management Plan, roadside functions, visual quality, wetland and stream issues, erosion control, landscape principles and practices and develop professional recommendations and analyses.
  • Demonstrated ability to effectively communicate in writing, orally, and in front of an audience.
  • Knowledge and ability to perform the practice of professional landscape architectural work.
  • A valid driver’s license.

Preferred qualifications include:

  • Demonstrated ability to effectively manage a team with substantial workload and meet deadlines established by others.
  • Proficiency in Computer-Aided Design and Drafting (CADD).
  • A valid pesticide applicator license.
  • Certification as an International Society of Arboriculture (ISA) certified arborist.
  • Demonstrated ability using DNR Forest Practice Application Review System (FPARS).
  • Experience with design-build contracting and RFP preparation.
