Human Resource Consultant 1

The Department of Fish and Wildlife is recruiting to fill one current fulltime, permanent, Human Resource Consultant 1 position located in the Director’s Office, Human Resource Division.  This recruitment will also be used to fill any future openings in the next six months. The duty station is the Natural Resources Building (NRB) located in Olympia, Thurston County.

This position, under general supervision of a Human Resource Consultant 4 and as part of a 5 person team, provides first-level professional support and guidance to Fish Program personnel, approximately 750 employees, by consulting with managers and employees regarding human resource issues. Typical assigned duties include, but are not limited to: interpreting and applying rules and policies to direct and complete personnel actions; explaining human resource policies, procedures and programs to employees, managers, the public and  others; providing information and options to hiring supervisors; identifying issues, assessing problems, anticipating consequences, developing options and strategies to resolve issues, problems and complaints; providing technical assistance to support the professional responsibilities listed above; processing and entering human resources actions in a human resources database, maintaining and revising organizational charts for assigned programs, ; maintaining confidential records; and creating and generating a variety of human resource reports.Duties

Prepares and processes personnel actions for resignations, terminations, new hires, promotions, transfers, reallocations, etc. with associated data-entry keying requirements.

  • Receives approved HR Action Forms, verifies information and prepares for data entry.
  • Accurately and in accordance with timetable enters information into Human Resource Management System (HRMS aka SAP) by prioritizing workload and using effective dating as an efficiency tool.
  • Sends copies of screens with brief descriptions of hiring action to Payroll and IT for audits and for final processing of actions.
  • Prepares variety of HRMS reports for monitoring of tasks, Periodic Increment Dates (PID’s), employee status, etc.
  • Consults with Department of Enterprise Services (DES) HRIS Helpdesk on various problematic hiring issues.
  • Researches and analyzes problems that arise within HRMS hiring and other actions; and makes recommendations and/or requests on possible options to resolve issues after consultation with other team members of Human Resources.
  • Communicates and advises (daily) with Payroll personnel on all employee process actions.
  • Consults with supervisors, as needed, during payroll process to confirm planned working schedules, salaries, separations, etc.
  • Revises organizational charts for assigned programs and submits for intranet posting.

Processes new hires and separating employees.

  • Prepares appointment letters, salary increase letters, extension letters, transfer letters, etc. (electronic mailing is used for most notifications, communications and file copies to supervisors, managers, and directors).
  • Researches employee history for periodic increment applicability, meeting minimum qualification requirements for proposed hiring classification.
  • Creates, reallocates, delimits and makes relationship changes of positions for hiring.
  • Prepares transmittal forms for transferring permanent employees.
  • Coordinates and works with other state Human Resource agencies for all hiring transfers of permanent employees.
  • Creates, reallocates, and delimits HRMS position numbers as required for permanent hires, reallocations, and delimiting (abolishing) due to layoffs.
  • Collects and verifies new hire paperwork for completion.

Prepares HR reports, maintains files,  and conducts file audits to ensure accurate records (date adjustments, prior service, etc.).

  • Creates a personnel file for employees new to the State.
  • Files performance evaluations, position descriptions, and other personnel/position documents.
  • Acts as the technical resource for entering agency Performance Development Plans (PDPs) into HRMS upon receipt, analyzing PDPs for discrepancies, and notifying the Human Resource Consultant for follow-up action.
  • Verifies file information against other documents and recognizes inaccuracies.
  • Makes necessary adjustments in HRMS.
  • Documents the adjustment in the personnel file
  • Notifies the employee of the adjustment, and the supervisor via electronic communication  when applicable.
  • Maintains position files.
  • Ensures files and records are maintained in accordance with legal requirements and Agency policies and procedures.
  • Analyzes and compiles data for a variety of HR reports.
  • Prepares narrative or statistical reports.
  • Maintains history of data collection.

Interprets personnel rules, regulations, and procedures.

  • Reads and understands applicable provisions governing leave, recruiting, hiring, compensation, etc. Refers consistently and carefully to these rules/provisions.
  • Answers questions from supervisors, employees and applicants pertaining to rules, contracts and procedures; explains the provision and why/how it applies.
  • Recognizes when there may be underlying or unresolved issues that must be brought to the attention of the Senior Human Resource Consultant and/or the HR team.
  • Recognizes issues requiring further attention or when more information is needed, and follows up as necessary.

May assist higher level Human Resource Consultants in conducting investigations, classification reviews, and recruitments.

WORKING CONDITIONS:

Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer, answering emails and telephone calls. Incumbent must be able to work amid distractions and interruptions.

This position works 8:00am-5:00 pm, Monday-Friday, but may be required to work occasional weekends and evenings, depending on workload.Qualifications

Required Qualifications:

  • Two (2) years of experience providing technical support in a Human Resource or Payroll Office which may include processing personnel actions, recruitments, auditing records, consulting on interpretation of rules, collective bargaining articles, policies and procedures for human resource issues.
  • Two (2) years of experience working with the rules and systems of the Washington civil service system, including HRMS, is required for consideration for this position.

The incumbent will demonstrate competencies in the following areas:

COMPUTER SKILLS: Using personal computers, including hardware such as keyboards and software such as word processing and other programs, produces timely and accurate work products that fully satisfy the demands of the assignment. Intermediate level skills with Microsoft Office Word, Excel, PowerPoint, and Access. Working knowledge of HRMS and NeoGov systems.
