The Administrative Manager is the administrative officer of the District, reporting to the Board of Directors, and is responsible for funding and managing the District’s business consistent with the strategic plan, goals and objectives, and policies and procedures established by the Board.

DUTIES
Actively seek out and write grant proposals that continue and maintain the work of the RCD at the level of operations directed by the Board of Directors. Coordinate with the Board of Directors in determining the scope and budget for any grant proposal to assure it fits with the mission, goals and expertise of the RCD.
Administer and supervise all aspects of the District’s office operations, except for those areas directly related to field operations. This includes business and personnel files, insurance, updating of financial policies, updating of personnel policies, records, annual report, coordination of monthly Board meetings, office space or capital equipment needs, updates to the Board, and any other administrative activities pertaining to the operation of the District.
Administer and supervise, coordinating with the Projects Manager, the preparation of annual budgets, timely revenue and expense reporting, financial forecasts, audits, or any other information required to keep the Board advised of the District’s financial condition. Supervise any outside services as required.
Ensure that statutes and government rules and regulations pertaining to or affecting District operations are followed. Coordinate with legal counsel and auditors as required.
Create, maintain or update the District’s strategic plan and annual work plan.
Administer and supervise the RCD’s participation in watershed or community groups.
Supervise the District’s educational activities, including production of materials (newsletters, pamphlets, etc.).
Select, manage, and evaluate the personnel required to accomplish the District’s administrative objectives and responsibilities. Provide leadership and guidance to the Fiscal Officer, Administrative Assistant, Watershed Group Coordinator, Education Coordinator, and other District personnel as necessary.
Support the Projects Manager in the preparation of contracts with funding sources, bid documents, and contracts for contractor services and materials.
Maintain and enhance the RCD Board of Directors working relationships with appropriate officials at the local, county, state, regional, and federal levels to further promote the needs and objectives of the District.

Promote the District and successful projects implemented by the District within the community and with the media. Coordinate with the Projects Manager to prepare press releases promoting District projects and activities.
Other duties as assigned by the Board.
QUALIFICATIONS
Undergraduate degree in Resource Management, Natural or Applied Science, Public or Business Administration, or equivalent education and experience. Graduate education in any of the aforementioned disciplines is preferred.
Highly developed experience and knowledge in accessing funding sources, detailed grant writing, contract creation and interpretation, and fulfilling grant management requirements.
Five years progressive experience in administration, planning, budgeting, grant and fiscal management, preferably in the natural resources conservation field preferred.
Highly developed and demonstrated supervisory management skills for directing individuals and group interaction.
Ability to interpret and make decisions in accordance with laws, regulations, policies and procedures in the areas of local, state and federal grant funding.
Excellent verbal and written communication skills. Ability to develop effective and comprehensive reports, correspondence and other written materials.
Any combination of experience and training that would provide the required knowledge and ability is qualifying.
General knowledge of agricultural practices.
Willingness to work cooperatively with private landowners, as well as local, state and federal agency personnel.
Some supervisory experience is preferred.
Ability to lift up to 40 pounds.
Knowledge of Microsoft Office
Knowledge of ArcGIS is strongly preferred.
Possession of a valid driver’s license and proof of insurance.
