OUTREACH NOTICE

 Restoration Team Leader

Eastside Restoration Strategy

GS-401-13

Malheur, Ochoco, Umatilla, and Wallowa-Whitman National Forests

LaGrande or Pendleton, OR

There are pressing ecological, social, and economic imperatives to restore public forests on the eastside of Oregon and Washington.   The Eastside Restoration Strategy is an effort to do things differently, at a larger scale, and with even more meaningful public involvement.  Therefore, the four National Forests of the Blue Mountains in northeastern Oregon and southeastern Washington are collaborating on a project to accelerate the pace and scale of forest restoration.  This is a rare opportunity for natural resource professionals to work to restore forests over a significant portion of the Blues, with the opportunity to transfer the lessons we learn to similar efforts on other Forests on the east side of Oregon and Washington.

As part of this effort, we are recruiting for an interdisciplinary team leader responsible for planning and implementing project(s) aimed at accelerating the pace and scale of forest restoration in the Blue Mountains, as a pilot for the broader-scale eastside forest restoration program in R6.   This work will involve substantial innovative work with Forest collaborative groups, four Forest Leadership Teams, Federal, state, and local officials, community leaders and organizations, and the general public.  The incumbent will also be responsible for engaging with the forest science community to determine appropriate models, science findings, and monitoring protocols to apply to this project.

This position is a permanent position with a duty station of either La Grande or Pendleton, Oregon.  This notification is being circulated to inform prospective applicants of this upcoming opportunity and to help make future decisions about recruitment for this and other positions.

Please respond to outreach by March 29 2013.  Interested applicants are encouraged to contact:   W.C. (Bill) Aney, Restoration Coordinator at 541- 278-3727, waney@fs.fed.us

FOREST SERVICE EMPLOYEES ON THE WORKFORCE REDUCTION AND PLACEMENT LIST WILL RECEIVE PRIORITY CONSIDERATION AND CTAP/ICTAP CANDIDATES WILL RECEIVE THE APPROPRIATE CONSIDERATION.

Major Duties

The team leader directs, supervises, and controls the activities of an interdisciplinary team that is working together to plan, evaluate, and document the predicted effects of planned forest management activities.  This includes developing and meeting realistic timelines, scheduling work, and maintaining quality control.
The team leader will plan and conduct public meetings, briefings, or other community forums with audiences having conflicting interests/points of view. This includes facilitating community dialogue that explores community concerns and issues, such as cross-cultural conflict relations and tension. Serves as a point of contact and liaison for state and local officials, press, citizen groups, and other interested parties for exchange of information and inter- and intra-agency/community collaboration on program- or community-related issues.
The incumbent will also serve as a primary assistant to the Eastside Forest Restoration Coordinator, who is responsible for developing, coordinating, and implementing innovative methods to accelerate the pace and scale of forest restoration on the National Forests on the east side of Oregon and Washington.
