The Hazardous Waste and Toxics Reduction (HWTR) Program is made up of people dedicated to fostering sustainability, preventing pollution, and promoting safe waste management. We do many different things in a coordinated approach to protect the people and environment of Washington from pollution from hazardous products and waste.

The program’s Compliance Unit in the Northwest Regional Office (NWRO) in Bellevue,WA is looking to fill an Environmental Specialist 4 position.

This position is located within the Northwest Region. This position works in coordination with the State Program Lead for Local Source Control, and serves as a senior staff environmentalist who independently plans, prioritizes and conducts projects for the continuing support of Local Source Control Specialists. Local Source Control (LSC) Specialists provide on-site technical assistance to small businesses in order to ensure proper management of dangerous wastes and prevent polluted runoff to Puget Sound and the Spokane River Basin.

This position will:

  • Conduct pre-tests, assign mentors, provide training (both field and classroom) and conduct field tests for new LSC specialists;
  • Work with IT staff to maintain and manage the LSC database application;
  • Organize and maintain the LSC SharePoint site;
  • Review and assist with updates to the LSC website;
  • Conduct QA/QC of collected field data;
  • Provide support for public information requests related to LSC in the northwest regional office and refer to local jurisdictions’ public information officers for original records; and Conduct special projects as assigned by State Program Lead.

This position supports the State Program Lead to:

  • Conduct data analysis to report accomplishments to Ecology management and the Legislature;
  • Provide quarterly face-to-face trainings and periodic new-staff trainings;
  • Conduct a fair, transparent, and effective competitive process for awarding LSC contracts to local governments;
  • Provide four (4) quarterly face-to-face training events for Local Source Control Specialists; and Conduct monthly Local Source Control Specialist conference calls to promote education/training of specialists.

This position will be responsible for retention of LSC records necessary and deletion of those records that have met their records retention timeframe, or are transitory.


Required Qualifications

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five years of professional-level experience in environmental analysis or control, or environmental planning which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above. Additional qualifying experience will substitute, year for year, for education.

OR

A Master’s degree in one of the above fields and three years of professional- level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Ph.D. in one of the above fields and two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

Two years of experience as an Environmental Specialist 3.

AND

A minimum of three years of experience applying Washington’s “Dangerous Waste Regulations”, Chapter 173-303 WAC and conducting Dangerous Waste compliance inspections of regulated generators.
