POSITION SUMMARY
The Planning Manager is responsible for leading planning activities of the agency, particularly the adoption of the Action Agenda. The Planning Manager serves on the agency policy workgroup and provides guidance to other divisions and the management team on policy-related issues. This position operates at a strategic level, managing and integrating several key areas of agency responsibilities. The position is responsible for implementing significant work components and functions in fulfillment of the agency’s mission, and guides work performed by other staff and external partners. The position actively represents the agency in high-level external venues, and functions to influence the work of partners (state, federal, tribal, local, NGO and business), expand constituencies and elicit input on agency priorities, policies and programs. The Planning Manager is responsible for managing the adoption of the Action Agenda and other significant planning responsibilities of the agency, including developing planning approach and techniques, identifying resource needs, leading the process through required channels of approval, and ensuring effective execution of the program design.
CANDIDATE PROFILE
This position supervises professional staff and respective programs in fulfillment of agency mission, state statute and the Action Agenda. It also manages a key program of the Partnership, and works with a diverse range of stakeholders to garner regional participation, ensure effective implementation and advance targeted outcomes.
The Planning Manager serves as a member of the policy team, informs agency priorities and strategies, sets direction and manages performance for assigned area(s) of responsibility. The position develops and informs agency policies on a range of internal and external issues – including regional strategies, resource allocation, tactical programs and agency positions. The position maintains a communication conduit with respective staff, partners and stakeholders. This position is responsible for personnel and budget administration, program leadership, and performance management of assigned team, programs and contractors. In addition, this position is responsible for leveraging external resources and partner commitments to advance respective work priorities.
The Planning Manager is expected to exercise strategic, independent judgment, and represent significant breadth and depth of expertise.
REQUIRED QUALIFICATIONS
• Bachelor’s degree in environmental management, natural resources, public policy, planning, public administration or related field
• Five (5) years related professional experience; public sector experience preferred
• Three (3) years of supervisory experience
• Three (3) years interdisciplinary program/complex project management
• Three (3) years direct experience in relevant specialty area
• A work history demonstrating progressive levels of responsibility
• Substantive knowledge of the issues in which the Puget Sound Partnership is involved
• Personal credibility and established professional networks
PREFERRED QUALIFICATIONS
• A master’s degree in environmental management, natural resources, public policy, planning, public administration or related field
• Experience in a complex, public sector work environment, including science-policy decision making
• Program administration including, budget, and grant/contract management, performance management and accountability
• Strategic planning and implementation
• Natural resource and environmental planning and implementation
• Policy development, analysis and implementation
