Portland Parks & Recreation is seeking an Asset Management Program Manager. Portland Parks & Recreation (PP&R) has an award-winning, large urban park system with a highly diverse portfolio of assets from sports fields, to bridges, trails, pools and public buildings. Dedication of a team of professionals solely to PP&R’s Asset Management Program is relatively new allowing for more strategic management of asset lifecycles based on desired levels of service and within acceptable levels of risk.

The Asset Management Program Manager leads and implements PP&R’s Asset Management program. The Manager is the subject matter expert on Asset Management for the Bureau, requiring a thorough working knowledge of principles and best practices. A successful Manager must also be adept at analyzing large volumes of data to understand the condition and lifecycle of a large collection of assets as well as understand how these assets contribute to delivering public services. The incumbent is often the face of the program and must have the ability to work collaboratively and communicate effectively in both written and verbal form with a broad range of program stakeholders including the community, professional and field staff, senior management, and elected officials.

The Manager is responsible for developing and implementing a multi-year work plan that is updated annually to support a new Asset Management program and culture within the bureau. This work plan currently includes developing an asset condition inspection program, an asset inventory, Asset Management Plans, guidance to PP&R work units on implementation of best practices, and analysis and supporting information to guide strategic decision-making by senior management and elected officials.

The Manager must also have strong leadership and supervisory skills to support a cohesive and high functioning team of CAD technicians, an asset condition inspector, a management analyst, and administrative support. The incumbent is responsible for creating a positive and inclusive work environment that supports diversity and encourages team members to work well with a diverse group of PP&R staff, other agency staff and PP&R friends, partners and community members. The Manager also prepares an annual budget and monitors this budget throughout the year.
