The South Central Region of WSDOT is pleased to announce that we have two openings for a Transportation Planning Specialist 2 in our Environmental Department.  Under the supervision of the Transportation Planning Specialist 3 these individuals will complete the environmental documentation and obtain the necessary environmental regulatory permits for the South Central Region transportation projects.  Additionally these individuals will ensure commitments are included in contract documents, and monitor construction activities for compliance with environmental commitments.

 

These individuals will perform the following work:

  • Obtain environmental permits, and complete NEPA/SEPA documentation for transportation projects.
  • Observe construction activities for compliance to ensure we meet environmental permit and NEPA documentation commitments.
  • Traverse uneven terrain in all weather conditions to perform field work.
  • Communicate effectively both verbally and in writing with engineers and outside resource agencies.
  • Legally operate a motorized vehicle and maintain a valid driver’s license.
  • Perform work on a computer in an office environment.


Ideal candidates for these positions will have:

  • A Bachelor’s Degree in Natural Sciences, Geography, Land Management, Biology or a related degree; and 1 year of professional transportation experience involving analysis of transportation issues and problems.  Or one year as a Transportation Planning Specialist 1 or Transportation Engineer 1, Transportation Planning Technician 3, Transportation Technician 3, Landscape Designer 1 or equivalent classification in city or county agencies.
  • Experience with Clean Water Act section 401, 402, 404, and Washington State Hydraulic Code permitting process.
  • Working knowledge of the National Environmental Policy Act and Endangered Species Act.
  • Experience with data-analysis functions of Esri GIS software.
  • Ability and willingness to spend time the field in adverse weather conditions traversing uneven terrain.
  • Experience using industry standard word processing, spreadsheet, database, and GIS software.
  • Working knowledge of state and federal environmental policies and laws affecting transportation projects.
  • Ability to clearly document field observations.
  • Ability to manage time effectively and be on time.
  • Have a valid driver’s license.

Note: These positions are covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee’s initial 30 days in this classification.
