POSITION DESCRIPTION:
Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities
in terms of the number of customers served. Over the years we have worked very hard to keep Seattle’s
electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in
energy efficiency and environmental stewardship. This position will report to the Manager of Natural
Resources & Environmental Planning, Environmental Affairs & Real Estate Division.
This is a permanent, half-time job share position to oversee the archeological resources program and tribal
coordination at the Skagit Hydroelectric Project. Specifically, this position will be responsible for ensuring
compliance with the Settlement Agreements for Cultural Resources (Archeology) and Traditional Cultural
Properties, which are part of the Federal Energy Regulatory Commission (FERC) License for City Light’s
Skagit River Hydroelectric Project. This will involve implementing the measures included in the Upper Skagit
River Archeological Resources Mitigation and Management Plan, coordinating with the National Park Service
(NPS), Washington Department of Archeology and Historic Preservation (DAHP), three U.S. tribes, and one
First Nation. In addition, this position will serve as resource for archeological reviews and consultation
associated with City Light construction projects at its hydroelectric facilities, along transmission line corridors,
and within the distribution service territory. This position will also be part of the team that will work on
obtaining a new FERC license for the Skagit River Project and will be involved with planning and directing
archeological surveys and negotiations with agencies and tribes. This position will probably transition to fulltime
in or before 2018.
This is a part time position which will require 20 hours per week.
JOB RESPONSIBILITIES:
• Implement the measures in the Archeological Resources Mitigation and Management Plan for the
Skagit River Hydroelectric Project.
• Consult with federal and state regulatory agencies, including the NPS, DAHP, and FERC, on cultural
resource issues, particularly at the Skagit Project.
• Meet annually and organize annual tours of Ross Lake with the three US tribes and Canadian First
Nation that are parties to the Skagit River Project Cultural Resources Settlement Agreement.

• Participate in the relicensing process for the Skagit River Project. This will include working with
consultants to prepare license documents, study plans, and reports; overseeing any needed field
studies; and being part of the negotiating team.
• Prepare sections on cultural resources for NEPA and/or SEPA documents needed for construction and
major maintenance projects that potentially impact archeological resources.
• Work with project managers, engineers, and consultants to develop project designs that minimize any
impacts to archeological resources or traditional cultural properties.
• Develop best management practices related to preservation archeological resources, including
Unanticipated Discovery Plans, and oversee implementation in the field.
• Develop and oversee on-call consultant contracts for archeological survey work at the hydroelectric
facilities and within the distribution service territory.
• Provide training to City Light crews and project managers and contractors on archeological protection
laws and preservation.
• Review technical reports and submittals from consultants/contractors for accuracy, clarity and
effectiveness in meeting scope of work outlined in contract(s).
• Track and report archeological resource data recovery and monitoring activities at the Skagit Project to
the FERC, DAHP, and NPS.
• Provide expert advice on Section 106 compliance and archeology/traditional cultural properties to other
divisions within City Light and other City departments as needed.
• Assist with historic preservations issues as needed.
• Report to and update division director and other upper level managers at City Light on archeological
issues.
• Attend all unit, division, and SCL all-staff meetings, training, conferences, etc.
QUALIFICATIONS:
Education: Bachelor’s degree in archeology or related field.
Experience: At least five years of experience in managing archeological programs, including developing
management plans development, conducting field studies and monitoring, consulting with tribes, and
overseeing consultant contracts (other combinations of education, training and experience will be evaluated
on an individual basis for comparability).
Certification/License: Valid Washington State Driver’s License

• Ten years of experience in managing archeological programs, including developing management plans
development, conducting field studies and monitoring, consulting with tribes, and overseeing consultant
contracts;
• Demonstrated experience in working with NW tribes;
• Background in working with or for electric utilities;
• Background in working with state and federal regulatory agencies, particularly the FERC, NPS, and
SHIPO;
• Strong negotiating skills;
• Excellent written and oral communication, as demonstrated by presentations and publications;
• Demonstrated ability to facilitate meetings and effectively represent City Light issues and concerns;
• Demonstrated experience in developing interpretive and educational materials for the public;
• The ability to work effectively with people of all types;
• The ability handle multiple and varied assignments;
• Knowledge of federal, state, and local laws, regulations, and policies applicable to archeology and
historic resources;
• Experience in the use of Word, Excel, and databases.
