The Environmental Specialist position is a lead worker, project manager, and upper-level specialist position in the area of environmental resource science. Employees in this position use analytic skills and professional judgment to independently evaluate and/or select environmental or natural resource science techniques, procedures and criteria; analyze data; design sampling and monitoring plans; and write regulatory reports. Some positions function as an expert on issues related to developing and implementing programs, plans and policies to comply with City, State and Federal regulations.

This recruitment will be used to generate a list of qualified candidates to fill current and future vacancies in the City. Current vacancies exist in the Bureau of Environmental Services and the Water Bureau.  To Qualify:
The following minimum qualifications are required for this position:
  1. Knowledge of physical, biological, and/or ecological sciences, including knowledge in one or more of the following areas: water quality, hydrology, chemistry, limnology, statistics, environmental science, engineering, mathematics, microbiology, geology, and research methodology.
  2. Experience applying theory and principles of environmental investigations, monitoring, protection, restoration, planning, and management; or natural resource management.
  3. Experience managing and analyzing or modeling data and clearly and professionally preparing and presenting data and technical information in verbal, written, graphic, tabular or other forms.
  4. Experience conducting technical, regulatory, or policy research, analyzing complex problems, evaluating alternatives, and recommending effective courses of action.

CURRENT POSITION DESCRIPTIONS

Vacancy 1: Environmental Services, Pollution Prevention Services, MS4/TDML
Position Description:
The MS4/TMDL Program is responsible for citywide compliance with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit and Total Maximum Daily Load (TMDL) regulations. Under the direction of the MS4 & TMDL Program Manager, this position performs advanced environmental analysis and information management, coordinates the implementation of regulatory activities and projects and conducts technical water quality and natural resource evaluations. This is a lead-worker position that involves a high level of data and project management and participating in, reviewing and occasionally directing the work of technical staff and consultants. The person in this position will perform or oversee all phases of diverse and complex water quality, natural resource or basin-planning projects and policy implementation.

Vacancy 2: Environmental Services, Pollution Prevention Services, Pretreatment
Position Description:
The Permitting Section is responsible for implementing the Bureau of Environmental Service’s Industrial Pretreatment Program. The program’s goal is to control pollutants from industrial dischargers to protect Bureau sewer assets, public health and the Columbia River. This position will serve as a lead worker and be responsible for:

  • Developing industrial waste discharge permits.
  • Planning and conducting studies of pollutant loadings and effects on City assets.
  • Developing strategies to mitigate pollutant loadings as needed.
  • Collaborating with internal and external stakeholders to implement pollutant control strategies.
Vacancy 3: Environmental Services, Pollution Prevention Services, Industrial Stormwater
Position Description:
The Industrial Stormwater Program administers NPDES Industrial Stormwater General Permits and implements local code regarding discharges to the City’s storm sewer system. This position will serve as a lead to ensure the program is implemented in a manner consistent with policy and procedures.

Vacancy 4: Water Bureau, Resource Protection and Planning, Water Resource Modeling
Position Description:
The Environmental Specialist position in the Water Bureau will operate and maintain a variety of complex environmental computer models, including a watershed hydrology model, a groundwater flow model, and a water quality model. The modelling and data analysis work will support multiple bureau programs, including watershed protection, groundwater protection, climate science analysis, regulatory compliance, water supply planning, and water supply operation.

Work tasks of the Water Bureau position will include model calibration, creation of task-specific data sets for model input, scripting and coding for model runs, data analysis and data display, and preparing technical memoranda and presentations to summarize and interpret model results.
