The Waste 2 Resources (W2R) program is looking to fill a State Regulatory and Policy Specialist for Biosolids (Environmental Specialist 5 – In-Training) position. The location of the position is flexible depending on where the successful candidate resides.
The State Regulatory and Policy Specialist for Biosolids develops and interprets rules; and develops general permits, statewide guidance documents, and policy options. This position provides leadership to groups and manages processes, conducts enforcement actions, and responds to highly complex and or politically sensitive inquiries for technical assistance. This position also uses soil science knowledge and principles of biosolids beneficial use to provide technical assistance and advice to regional biosolids coordinators and other stakeholders.

The mission of the Waste 2 Resources (W2R) program is to reduce the amount and the effects of wastes generated in Washington State.
Some of the key work activities of the State Regulatory and Policy Specialist for Biosolids at the Environmental Specialist 5 level include:
- Develops and interprets rules, general permits, policies, strategies, and guidance documents.
- Responds to highly complex and or politically sensitive inquiries for technical assistance requiring expert scientific knowledge.
- Provides and updates information for the public, legislature, and regulated community.
- Develops individual permits (letters of coverage) for out-of-state and federal facilities, and conduct enforcement activities.
- Represents Ecology and the biosolids program, and works with other agencies and organizations.
- Provides information related to budget requests and legal issues.
