Our Administrative Services Program is looking to fill a Commute Trip Reduction and Transportation Coordinator (Program Specialist 3) position. The position will be located in our Headquarters Building in Lacey, WA.

The Commute Trip Reduction and Transportation Coordinator position manages Ecology’s Commute Trip Reduction (CTR) program so that employee travel by single occupancy vehicles (SOV) is reduced, resulting in a reduction of harmful greenhouse gas emissions. This position is responsible for fleet management at Ecology including maintaining vehicle databases, planning for fleet increases and reductions, managing and maintaining fleet management systems, and reducing fleet fuel consumption by incorporating Electric Vehicles (EVs) and increasing CTR participation by employees. This position supports sustainability reporting and related performance measures and metrics. This position works closely with the Staff Services Manager and the Headquarters Fleet Coordinator to ensure lean concepts and continuous improvement are integrated with fleet management at Ecology.

Commute Trip Reduction

  • The primary function of this position is to manage Ecology’s Commute Trip Reduction (CTR) program so that employee travel by single occupancy vehicles (SOV) is reduced, resulting in a reduction of harmful greenhouse gas emissions.
  • Serves as the Agency expert on CTR and serves as the contact to collect and disseminate CTR information to employees and management.
  • Meets with employees to communicate on CTR regulations, the benefits of carpooling, vanpooling, bicycling, and riding the bus. Functions as a liaison between the agency, other state agencies, and local governments.
  • Provides CTR information and technical support to other agencies and stakeholders, answers questions about Ecology’s CTR process, programs and calendaring methods.
  • Promotes Commute Trip Reduction through annual statewide and county campaigns such as Wheel Options, Ride Share Online, Bicycle Commuter Contest, Pat Holm Bicycle Award, and Earth Day.

Transportation (ATO)

  • Serves as the Agency Transportation Officer (ATO) for Ecology–this includes being the first point of contact for the Department of Enterprise Services (DES) on transportation-related issues and inquiries, and mentoring HQ and regional fleet coordinators and program contacts on transportation issues.
  • Addresses and resolves cross-agency issues about vehicle use; reservation policies; fuel card use.
  • Provides information to help the regional fleet coordinators coordinate vehicle operations in regional and remote offices; provides advice and guidance to ensure regional fleet coordinators can interpret and understand rules, policies, and guidelines related to Ecology’s and the state vehicles and their use. Ensures regional fleet coordinators provide accurate and timely information to customers. Provides training for new fleet coordinators on agency/DES policies and CARS database. Coordinates training with DES for new fleet coordinators as needed.
  • Transportation data management–maintains transportation databases and coordinates changes and updates with Staff Services, Fiscal, DES, and others.
  • Provides data analysis to support transportation-related decision making.
  • Assists the Staff Services manager with Risk Management and insurance tasks related to agency vehicles.

Sustainability

  • Attends alternative fuel and electric vehicle (EV) meetings to keep up with information about the State strategy to move to alternative fuel vehicles/EVs.
  • Collects and provides information for the statewide Governor’s Greenhouse Gas Reporting.
  • Contributes to the Global Reporting Initiative (GRI) and other reporting and benchmarking efforts related to transportation and sustainability (OFM performance measures, Results Washington).
