Key Role:
Provide consulting services using knowledge and expertise on a wide variety of natural resources laws, regulations, policies, procedures, and technologies affecting DoD activities and operations to the client. Research issues sufficiently to assist with developing policy and comprehend the implications of new policy. Analyze emerging natural resources trends and communicate findings effectively both orally and in writing. Support a wide variety of tasks associated with NR program execution. Facilitate communications among a diverse set of internal and external stakeholders. Identify new program opportunities, enhance program efficiencies, and advocate on behalf of the DoD’s NR program.
Basic Qualifications:
-8+ years of experience in natural resource conservation
-Experience with research, study, and analysis of new and emerging natural resource management issues, challenges, and concerns
-Experience with Microsoft Word, Excel, and PowerPoint
-Knowledge of established methods and techniques of natural resources management
-Knowledge of natural resources management laws, regulations, and policies
-Ability to engage collaboratively with federal and state agencies and other stakeholders on natural resource management issues
-Ability to demonstrate effective writing expertise and competency using the Plain English writing style
-BA or BS degree required
Additional Qualifications:
-10+ years of experience in natural resource conservation preferred
-Experience with DoD specific implementation of natural resource programs on military land
-Experience with applying specific legal authorities, including the Endangered Species Act, the Sikes Act, DoD issuances, policy memos, management processes, and interagency Memorandums of Understanding at both the national programmatic level and installation or project level
-Experience with DoD Natural Resource Management programs
-Experience with the Bald and Golden Eagle Protection Act, Migratory Bird Treaty Act, or Marine Mammal Protection Act
-Ability to work on multiple tasks simultaneously and demonstrate flexibility and adaptability in a working environment
-Possession of excellent time management skills
-Possession of excellent oral and written communication skills
-Ability to obtain a security clearance
-BA or BS degree in Biological or Environmental Sciences, Natural Resources or Environmental Management, Environmental Law or Policy, or related fieldpreferred; MA or MS degree in Biological or Environmental Sciences, Natural Resources or Environmental Management, Environmental Law or Policy, or related field a plus
