Summary

We are looking for a qualified systems analyst for the City of Issaquah Police systems and the Spillman Records Management Software (RMS), Computer-Aided Dispatch (CAD), and Jail Management (JMS) modules. This CJIS certified applicant will work with our public safety officers, corrections officers, dispatch team and records management group to support the Spillman application modules, GIS database, and other applications used by each group. Reporting to the City of Issaquah Information Technology Manager, the ideal candidate will have a passion for public safety, customer service, and innovation through the application of technology. This position will evaluate, recommend, install and deploy technology solutions for the Issaquah Police Department that may include both hardware and software systems.


Essential Functions:

  • Serves as liaison with King County e-911 program regarding E-911 technology enhancements and new, computer, telecommunications and web based communications systems.
  • Maintains and supports current E-911 communications and data systems.
  • Provides information and advice to, and seeks direction from, Police Commanders in their respective Divisions.  Assists supervisors and other, senior, police command staff with information needed for evaluating the possible impacts and resource and training needs associated with changing, and/or contemplated via Spillman Computer Aided Dispatch, E-911 hardware and software systems.
  • Works with King County’s E-911 Program Office and the City of Issaquah’s senior, police command staff to ensure that E-911 system security and other, related policies and standards are adapted, enforced and implemented.
  • Prepares functional description of new and revised system changes, including application specifications, user interfaces, data source documentation, data base design, data flow diagrams, project costs, schedules, planning and reporting resource requirements.
  • Edits the geometry, attributes and metadata of GIS data used by the E-911 system.  Makes edits consistent with City of Issaquah and contract cities standards.
  • Coordinates with appropriate city departments to acquire new data and resolve any questions and problems.  Data set examples are street centerlines, address points, and emergency service areas.
  • Keeps the GIS Coordinators of the cities of Issaquah and contact cities apprised of the status of the relevant GIS data sets and works with the Coordinators to resolve any issues that may affect overall enterprise use of the data.
  • Resolves potential differences in City of Issaquah and contract cities data standards to effectively aggregate data for E-911 use.
  • Documents the processes necessary for performing E-911 GIS and CAD data maintenance work.
  • Attendance at local and regional PSAP and E-911 meetings as required.
  • Follows and enforces all City of Issaquah cybersecurity standards and procedures.
  • Respond to assigned helpdesk tickets for police systems.
  • Work with other Information Technology staff to develop solutions, make minor repairs to equipment, and arrange for other servicing needs.
  • Participate in team technology training regimen to stay current.
  • Stay current with Spillman and other systems knowledge via workshops, vendor training events and on-line training.

Required Education & Experience:

  • Required – High school diploma or equivalent.
  • Preferred – Bachelor’s degree in Information Technology or related field.
  • Public Safety systems experience including E-911 systems, Records Management, Jail Management and Computer Aided Dispatch.
  • GIS data administration
  • Unix/Linux system administration
  • Crystal reports administration
  • Data interface implementation
  • A combination of experience and training that provides the applicant with the knowledge and skills to perform the job will be considered.
  • Valid WA State Driver’s License with a driving record free from frequent or serious violations.  A three (3) year driving record abstract must be submitted prior to hire.
  • Ability to pass Criminal Justice Information System (CJIS) background investigation which includes polygraph and psychology exams.

Knowledge, Skills & Abilities:

  • Familiarity with Spillman or comparable Computer Aided Dispatch (CAD) operations, power phones, phone systems and E-911 systems.
  • Substantial technical knowledge of telecommunications communications systems including the integration of related software and hardware.
  • Substantial knowledge of personal computer hardware and software and local and wide area networks systems.
  • Knowledge of methods and techniques used to plan for, schedule, install and maintain computers and peripheral equipment.
  • Knowledge of a wide variety of application programs, particularly as they relate to telecommunications systems and their relationship to computer data base systems.
  • Knowledge of networking connections and TCPIP protocols.
  • Familiarity with internet-based communications systems including the integration of related hardware and software.
  • Familiarity with radio systems.
  • Familiarity with Crystal Reporting software.
  • Substantial knowledge of database concepts and systems and their installation and maintenance.
    • Familiarity with MS SQL Server.
  • Familiarity with GIS concepts and terminology.
  • Basic knowledge of the principles, theories and methods of Geographic Information Systems, particularly as utilized within the ESRI ArcGIS Software.
  • Skill editing versioned data sets and data such as street centerlines, address points and emergency service zones using ESRI ArcGIS software.
  • Familiarity with methods and techniques used to edit ESRI shape files and geo databases.
  • Familiarity with web-based GIS systems software and hardware.
  • Familiarity with E-911 GIS systems and databases.
  • Knowledge of such E-911 data sets such as street centerlines, address points and emergency service areas.
  • Knowledge of Microsoft Office applications including Word, Access and Excel.
  • Understanding of the criminal justice system, law enforcement, fire and emergency services functions.
  • Skill in the use of Project Management techniques.
  • Skill in troubleshooting hardware and software related problems and applying an effective course of action for repair.
  • Skill in analyzing and solving problems.
  • Skill in prioritizing work load and requests.
  • Ability to work independently within scope of authority.
  • Ability to understand and follow direction given.
  • Ability to maintain the integrity of the City’s Information Systems.

Work Environment:

Work is performed in an office environment with occasional travel between City buildings and work stations.  Work requires seeing, hearing and speaking to exchange information and dexterity of hands and fingers to operate computer equipment.  Work involves sitting for extended periods of time.  Flexibility is required for occasional evening and weekend work.
