We are looking for a National Environmental Policy Act (NEPA) and Environmental Compliance Specialist for onsite support to the National Oceanic and Atmospheric Administration’s (NOAA) Office for Coastal Management (OCM). The successful candidate will work under the direction of an OCM environmental compliance coordinator and the program manager of its Policy, Planning, and Communications Division. The position will be located in Silver Spring, Maryland.

In addition to providing expertise to NOAA on NEPA, the position may include these responsibilities: developing environmental assessments and analyzing ways to improve programmatic consultations for repetitive OCM actions that require compliance with the Magnuson-Stevens Fishery Conservation and Management Act (Essential Fish Habitat provision) and the Endangered Species Act. The employee might also provide ad hoc support addressing workload challenges with environmental compliance and NEPA and will document compliance with other environmental statutes, such as the National Historic Preservation Act, National Marine Sanctuaries Act, or Marine Mammal Protection Act.

 

Core responsibilities include, but are not limited to, the following:

Develop environmental assessments and environmental impact statements as well as associated documentation, pursuant to the National Environmental Policy Act.

Support the planning process by including, gathering, and synthesizing data

Document compliance with applicable historic preservation and environmental compliance mandates in each assessment and impact statement.

Draft the Findings of No Significant Impact or Record of Decision.

Support public comment processes.

Work with federal staff members to understand NOAA needs with respect to Endangered Species Act programmatic consultations, Essential Fish Habitat under the Magnuson-Stevens Act, consultations for multi-year efforts, and similar instruments.

Support informal consultation processes, such as those under the Endangered Species Act and National Historic Preservation Act, and maintain proper documentation.

Comment on drafts of National Environmental Policy Act and compliance documents upon request

Support other office staff members–such as the Coastal Zone Management Act and National Estuarine and Research Reserve liaisons—with these requirements, upon request.

 

Qualifications Required:

Bachelor’s degree or higher in environmental planning and policy, marine science, coastal management, or related field plus five years of related experience.

Experience in environmental compliance and NEPA.

Experience with the development of environmental assessments and environmental impact statements.

Experience working with state and federal agencies, tribes, academia, and nongovernmental organizations preferred.

Strong written and verbal communication skills.

Self-starter with ability to work in a team environment.

Demonstrated ability to build relationships with management, colleagues, and external partners.

Technical writing skill and ability to synthesize technical information.
