PLANNING & DEVELOPMENT SERVICES
Through operational excellence and attention to customer service, Planning & Development Services (PDS) strives to balance community, economic and environmental interests to ensure the highest quality of life for the public of San Diego County.
PDS is responsible for long range land use planning, including the County of San Diego’s General Plan, Climate Action Plan (CAP), and Zoning Ordinance. The department evaluates land use projects for regulatory compliance and environmental impacts; and manages long-range planning policy formulation, and related ordinances. PDS advises the Board of Supervisors and Planning Commission on all land use projects, policy, and programs in the unincorporated county.
THE POSITION
The Project Manager, Public Works will be responsible for implementation and monitoring of the County’s Climate Action Plan, as part of the Advance Planning Division. The Project Manager will provide leadership, management, coordination, and evaluation of the CAP program to reduce Greenhouse Gas (GHG) Emissions in the unincorporated county.
THE IDEAL CANDIDATE
The ideal candidate will have project management experience in climate action planning; management level experience in land use, environmental, and sustainability planning; and a strong understanding and practice of project management fundamentals. Relevant professional and/or academic experience can include, but is not limited to the following: climate action plans, GHG inventories, emissions monitoring and reporting, renewable energy programs, ordinance/policy development, community plans, agricultural conservation, transportation technology and trends, sequestration, offset project registries, public engagement, and collaborative partnerships.
MINIMUM QUALIFICATIONS
A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency in engineering, land surveying, business administration, public administration, or closely related field, AND, five (5) years of project management experience in public administration, business administration, engineering, or related experience in a public works, planning, or land development setting.
