The South Florida Water Management District is recruiting for an Environmental Analyst 3 for our Orlando Service Center. This is a mid-level professional regulatory position, responsible for conducting technical environmental review and analysis of Environmental Resource Permits (ERP), Surface Water Management Permits (SWM), Sovereign Submerged Lands authorizations (SSL), Water Use (WU) Permits, and Wetland Jurisdictional Determinations

Must be willing and able to conduct field work in a variety of rigorous field conditions in remote and heavily vegetated areas, and to lift 40 pounds. Conducts technical reviews of permit applications in accordance with established rules and criteria, accepted natural resources management principles, and environmental resource permitting and water use practices. Has knowledge of wetland systems, soil science, and ecosystems typical of Florida, including native and non-native flora and fauna.

Knowledge of wetland mitigation practices and wetland functional assessments such as Wetland Rapid Assessment Procedure and the Uniform Mitigation Assessment Method, along with knowledge of ground water hydrology and groundwater/surface water interactions. A thorough understanding of environmental permitting criteria, statutory requirements of Chapter 253, F.S., Part IV of Chapter 373, F.S. and knowledge of species-specific laws and regulations is required.

Employment Guidelines

This position may be filled as an Environmental Analyst 3 or an Environmental Analyst 2.

Typically has Bachelors Degree in Natural or Physical Sciences and 1+ years’ experience that demonstrates measurable career progression within scientific discipline that can be applied to support the District’s strategic goals and objectives. Experience in subtropical environments, especially Central Florida preferred.

Licenses

Valid State of Florida Driver’s License required.

Physical Requirements/ Working Environment

Both office and field work are required. Field work may be conducted throughout the year including inclement or harsh weather conditions. Frequent vehicular travel to meetings and project locations to conduct site inspections. Occasional aircraft travel by helicopter to conduct inspections.

Due to the District’s response role and in the total scope of emergency management, this position may at times be required to provide support before, during, and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role
