Description
The Oregon Department of Environmental Quality currently has a Full-Time Permanent opportunity for a Stormwater Quality Specialist (Natural Resource Specialist 3) to join an innovative team, and work to advance our agency mission to protect and improve Oregon’s water quality.

What you will do
You will develop and renew Phase I and Phase II municipal separate storm sewer system (MS4) permits, review and evaluate permit applications and assign permit coverage, provide technical review of plans and reports, and advise permittees and other interested parties on applicable laws, rules and permit requirements to achieve compliance, initiates enforcement actions when necessary and drafts enforcement communications and documents.

Additionally, you will be a team leader for developing and delivering trainings and technical assistance to assist permittees with achieving and maintaining compliance with permit conditions.  The position also assists the program manager in achieving goals and objectives for stormwater program and projects through a variety of duties including project management, reporting, participating on advisory committees, rule writing, template/tool development, etc.

This position is full-time, non-exempt, AFSCME represented position.
The eligible list created from this recruitment may be used to fill future regular, limited duration, full or part-time or temporary positions.
Working conditions
Travel to municipal, industrial and construction sites and stormwater management/disposal systems throughout the state.  Field work in all types of weather at sites where wastes and heavy equipment may be present.  Must be able to travel and attend public meetings in the evening through the state.  Periodic overnight travel.

Qualifications, Required & Requested Skills

Minimum Qualifications:
To be considered for this position you must meet the following minimum qualifications (required skills):

  • Three (3) years of experience in a physical science, environmental science or closely related natural resource field.
    • At least one (1) year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND
  • A Bachelor’s degree in physical science, environmental science or a closely related natural resource field; OR
  • Three (3) additional years of related, pertinent experience

Education Note:

  • A Master’s degree in a physical science, environmental science or a closely related natural resource field will substitute for up to one (1) year of the required experience.
  • A Doctorate degree in a physical science, environmental science or closely related natural resource field will substitute for up to two (2) years of the required experience.

Driver License:
The position requires the successful candidate to have and maintain a valid, unrestricted, license to drive.

NOTE: To receive credit for all required/related coursework, a photocopy of transcripts is required.

Requested Skills – Preference may be given to applicants who can demonstrate knowledge or experience in the following areas:

  • Experience in writing and/or implementing NPDES stormwater permits
  • Experience in research, implementation and/or requirements for municipal stormwater
  • Experience in documenting policy decisions for programs implemented for compliance with the federal Clean Water Act
  • Experience in making policy and technical recommendations for permit conditions
  • Interpreting rules, regulations, laws, and agency procedures regarding municipal stormwater management
  • Ability to participate constructively in conflict resolution and legal discussions associated with Oregon’s MS4 permit conditions
  • Conducting field-work including inspections of businesses and making regulatory determinations for compliance with local, state or federal, air, water or waste regulatory requirements
  • Knowledge of project management methods, techniques and principles and experience with managing complex projects
  • Writing concise and clear reports to make and describe complex regulatory determinations
