The Oregon Department of Environmental Quality currently has a full-time opportunity for a Clean Water State Revolving Fund Project Officer (Program Analyst 2) located within the Water Quality Division and housed in the Northwest Regional Office in Portland, Oregon. About the Division:
The Water Quality Division works with DEQ’s three regions and the Laboratory to develop and implement programs that protect and enhance waters of the state. This includes setting water quality standards that protect human health and the environment, collecting water quality data and performing analysis, developing rules and internal management directives, and managing data. The WQ staff in the regional offices provide direct service to permit applicants, permit holders, the public, and others who are either regulated by or want to comment on regulatory actions. The Clean Water State Revolving Fund Loan Program provides low cost loans and incentives for the planning, design and construction of water quality activities conducted by public entities.
What you will do!
The Project Officer for the Clean Water State Revolving Fund (CWSRF) will serve as an analyst and resource for the Clean Water State Revolving Fund (CWSRF) Loan Program. The Project Officer in this position will assist the program by supporting the operation and implementation of the program, including program communication and marketing. The Project Officer responds to general questions from the public on assigned Duty Officer days.

Most work is performed in an office environment. Inspections are scheduled at project milestones, such as 50% completion, in accordance with program procedures. Inspections are usually outdoors and may occur during adverse weather conditions. Inspections often occur at construction sites and may require the use of personal safety equipment. Technical assistance visits occur approximately once a month and are in an office setting. Statewide travel and occasional evening meetings may be required. Must possess a current valid driver’s license.
Duties & Responsibilities
Program Representation:
- Promote the availability of funds and benefits of the CWSRF through presentations, training workshops, meetings, seminars, and other promotion methods.
- Develops and updates CWSRF guidelines, policies and procedures and assists borrowers with understanding them.
- Leverages other section and program staff to provide technical assistance related to CWSRF.
Program Monitoring and Administration:
- Assists borrowers through the application process through to loan agreement including the steps necessary to complete EPA approved environmental review and local land use approval of the proposed project, working with DEQ staff, EPA and other federal agencies and local governments as needed.
- Ensures that DEQ receives the necessary documentation during the bid development, announcement and review processes conducted by the borrower.
- Authorizes the distribution of program funding.
- Monitors funding by conducting inspections of the loan administration at the borrower’s project site, review reports and review distribution requests according to program procedures.
- Maintains records related to the loan. Prepare records and respond to information requests during audits of the CWSRF program.
Qualifications, Required & Requested Skills
Minimum Qualifications:
A Bachelor’s Degree in Business, Public Administration, Community Development, Natural Resources, Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two (2) years experience coordinating or administering a program.
OR
Any combination of experience and education equivalent to five (5) years of experience that supports the knowledge and skills for the classification.
Desired Attributes/Requested Skills:
- Familiarity with the Clean Water Act
- Familiarity with public water and wastewater infrastructure financing, planning and construction
- Demonstrated project management experience
- Experience conducting public outreach
- Experience writing/developing guidance and implementation strategies
