The Environmental Health Services Division of Public Health – Seattle & King County (Public Health) focuses on prevention of disease through sanitation, safe food and water, proper disposal of wastes and toxics, and promoting safe and healthy environmental conditions throughout King County for the benefit of all residents and visitors.
The Environmental Health Services Division seeks an Environmental Health Planner III for the Healthy Community Planning and Partnerships Program in the Community Toxics Science and Policy Section.
The Ideal Candidate Composite and Responsibilities:
The Healthy Community Planning and Partnerships Program focuses on promoting environmental justice and healthy, sustainable and equitable communities by enhancing meaningful community engagement and building broad partnerships. Specific activities of the Environmental Health Planner III include working with multiple local, regional and statewide partners to develop and implement strategies to integrate health and racial equity into plans, processes, policies and systems of the built environment. This position will work collaboratively to develop methods to include prevention measures in community development plans, projects and policies. A strong background in outreach, collaboration, and planning with colleagues in land use, housing and transportation agencies is preferred. This position will focus on: identifying and pursing opportunities where Public Health can be involved in policy and plan development on issues related to land use and transportation; advise the Division and Department leadership on opportunities to educate and influence elected policy makers on the connection between the built environment and health; participate in activities on regional issues like climate change and transportation planning; and, actively advocate for community involvement processes that ensure community voices are included in policy development and implementation of land use and built environment policies. The position will also work to leverage other work within the Department and other county agencies to further the goal of health and equity integration into community planning. The candidate will work collaboratively with other staff to conduct community projects to assess community needs, raise awareness, and assist in development of actions on issues surrounding healthy community development.

Work Schedule: The normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours may be needed for project related meetings and/or events. This position is subject to the Fair Labor Standards Act and is overtime eligible.

- Prioritize program goals/objectives related to Environmental Health Service’s focus on land use and transportation planning.
- Establish and maintain working relationships with a diversity of groups, including city, county and regional community planning departments as well as community groups.
- Provide technical analysis of complex local, regional, state, and federal policies, plans and projects related to land use, transportation, housing and public health.
- Manage data gathering and serve as the technical expert to perform research and analysis.
- Serve as an expert adviser with unique skills and abilities that focus on land use, transportation and housing issues.
- Write and present complex reports for technical and non-technical audiences.
- Determine budget, schedule and scope of multiple inter-related projects within the larger program. Assist in justification of project, program and/or agency budget requests. Determine performance indicators and use evaluation findings to redirect the project or program.
- Provide leadership in a collaborative team setting on projects and program work, allowing for flexibility in approaches.
- Collaborate with team members to develop and implement communication plans that inform partners and Public Health leadership about program goals and accomplishments.

- Experience creating scopes of works for subcontracts and managing grantees and/or contractors.
- Experience with grant writing process.
- Strong knowledge of and demonstrated experience working on projects that focus on the connections between land use, transportation, housing and public health.
- Knowledge of the theories and practices of environmental public health.
- Demonstrated experience working with community and agency partners from multiple sectors to address public health issues.
- Demonstrated experience working with local, regional and/or federal government and other relevant agencies.
- Skilled in establishing and maintaining working relationships with community groups and populations.
- Demonstrated ability to oversee, write and present complex reports for technical and non-technical audiences.
- Demonstrated skill in educating and informing individuals and audiences of varying sizes and levels of understanding about environmental public health issues, specifically related to transportation, land use planning, healthy housing, health equity and social justice.
- Experience implementing equity and social justice principles and practices, and demonstrated understanding of the effects of place-, race-, and policy and systems-based inequities on marginalized communities and populations.
- Knowledge of institutionalized racism and the impact it has on planning and policy development, and practices that deconstruct institutional racism.
Desired Qualifications:
- Graduation from a college or university with a master’s degree in public health, environmental science, or urban/regional planning or closely related field and/or equivalent education and experience.
