Position Description

Seattle Public Utilities’ (SPU) Watershed Natural Resources Section is seeking a Long-Term Temporary Employee to support projects relating to the Habitat Conservation Plan (HCP) Forest Management Sub-Committee: support the committee in developing a Forest Management Plan; support the fire risk assessment; and develop and implement ‘proof-of-concept’ climate change adaptation projects for forest management activities in the Cedar River Municipal Watershed.
This assignment will report to the Watershed Natural Resources Manager.

This Long-Term Temporary Assignment is currently approved for up to two years and provides fringe benefits including medical, dental, and vision, paid vacation, holidays and sick leave for the duration of the assignment.
Job Responsibilities

Support the Forest Management Sub-committee in developing a Forest Management Plan

  • Evaluate data and documents
  • Perform GIS analysis
  • Develop and implement collection and analysis of environmental data
  • Model and project forest vegetation development
  • Manage consultant contracts to support options analysis

Support the fire risk assessment for the Cedar River Municipal Watershed

  • Serve as technical liaison for research collaborators
  • Process vegetation and environmental data
  • Coordinate research efforts with other departments
  • Evaluate results of fire effects modeling, translate model output into map products and develop options for fire risk mitigation

Develop and implement climate adaptation projects for the Upland Restoration Program

  • Develop prescriptions and contract for implementation
  • Interact with other governmental and tribal agencies
  • Apply for relevant permits
  • Mange contracts and conduct compliance monitoring
  • Write summary reports

Qualifications

Education: Bachelor’s degree in natural or physical sciences, environmental sciences, planning (with emphasis on environmental issues), public administration/policy (with emphasis on natural resources) aquatic resources, fisheries, or related field and
Experience:  A minimum of three years of experience in environmental or forest or natural resource management, environmental law, impact analysis, environmental compliance, toxic substance management, or a related field.
Equivalency: Other combinations of education, training and experience will be evaluated on an individual basis for comparability.

The ideal candidate will have more than three years of field experience in forest management or forest sciences with an emphasis on restoring forest habitat functions, experience with forest vegetation simulation, experience with design and implementation of forest management projects including contract management and compliance, experience with wildfire modeling and fire effects modeling, developing spatial data sets to run fire and fire effects models, and GIS skills to create map products of modeling results. The candidate will have keen knowledge of climate effects on vegetation distribution and climate impacts on forest health and development. The candidate will be team-oriented and display good written and oral communication skills.

Work Environment/Physical Demands:

  • Most field work is performed in remote wilderness locations, and the office work is conducted in normal City office/work environment.
  • May require rotating on-call duty for emergency responses.
  • Ability to navigate remote mountainous terrain in adverse conditions.
  • Ability to hike long distances in mountainous terrain through heavy vegetation and woody debris.
  • Ability to carry heavy loads (45 pounds) over long distances.

License, Certification, and Other Requirements:

  • Current, valid Washington State Driver’s License.
  • This position will require specialized health & safety training which will be offered at the beginning of the assignment.
  • SPU’s Safety program requires a pre-employment physical exam as a condition of employment for this position.
