The Idaho Department of Water Resources currently has two openings for the position of (1) Water Resource Agent (WRA) or Water Resource Agent, Senior.

One opening for Water Resource Agent (WRA) or Water Resource Agent, Senior at Western Regional Office in Boise, Idaho.

This job announcement is for a Water Resource Agent job classification underfilling the full working level of a Water Resource Agent, Senior job classification.  The Water Resource Agent job class is the entry-level position in the Water Resource Agent, Senior career tract.  The WRA position is used for recruitment and training purposes for the WRA, Senior position.  Through various types of on the job training, the employee will learn to carry out the duties of a WRA Senior.  Typically the WRA Senior level requires 2 years’ experience as a WRA or equivalent work experience.  Upon completion of training, the employee will paid at the WRA, Senior level.

Example of Duties

• Conducts field examinations to measure the quantity of water diverted and to determine the location, method, purpose, and frequency of appropriation.
• Interprets legal descriptions, survey plats, aerial photographs and maps to locate points of diversion and place of use.
• Reviews various department regulatory program applications for compliance with State and Federal laws and regulations and department policies.
• Investigates unauthorized water diversions and water right disputes.
• Conducts stream flow measurements.
• Explains water laws and regulations to the public.
• Prepares, orders, and issues violation notices.
• Evaluates new-use applications, amendments, transfers, and claims pertaining to water appropriations and recommends appropriate action.

Minimum QualificationsSome knowledge of algebra, geometry, and trigonometry to calculate water flow rates, pump efficiencies, water storage capacity, and/or land areas.

Good knowledge of: hydrology, hydrogeology, hydraulics, and/or water measurement techniques for determining water quantity parameters such as flow rate, volume, pump efficiencies, and storage capacities.

Experience: interpreting public land survey legal descriptions utilizing at least one of the following: USGS quadrangle maps, survey plats, or similar cartographic material.

Desirable Qualification:  Background with aerial photography, satellite imagery, global positioning systems, or geographic systems.

Performing these duties may involve working in a field setting and/or in an office environment. Field work may include working in all weather conditions, around noisy and dangerous equipment, and high electrical voltage. Work involves walking over rough and steep terrain for distances up to three miles as well as lifting and carrying objects such as water measuring equipment weighing up to 40 pounds. This position will travel in an assigned service area. This classification serves as an underfill for the Water Resource Agent Senior.
