Position Overview
Manages and performs a variety of advanced and independent professional assignments and staff. Monitoring and Outreach Manager supervises the Education and Outreach Program and Stormwater Quality Monitoring Program, as well as the Illicit Discharge Detection and Elimination (IDDE), Source Control, and Spill Response Programs.  This position also manages consultant contracts for program development projects, coordinates the Clean Water Kitsap (CWK) program, performs grant writing and management, and leads the Municipal Stormwater NPDES permit reporting program.QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONSRequired Education and Experience

  • Bachelors Degree in Environmental Science/Studies, Environmental Education, Biology/Ecology, Civil/Environmental Engineering or related field; and
  • Five years of progressive responsibility in one or more of the following:  stormwater monitoring, data analysis, public education, and environmental policy experience; and two years of supervisory experience supervising professional level staff; or
  • Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.

Preferred Education, Experience or Other Qualifications

  • Certification or Degree Concentration in Public Education and Outreach
  • Experience working with municipal and state codes, policies, procedures and regulations related to stormwater management.
  • Experience with NPDES Municipal stormwater permit requirements.
  • Experience with stormwater best management practices related to source control, spill response, and IDDE.
  • Five years of experience supervising professional level staff.

Required Licenses, Certificates, Examinations/Tests and Other Requirements
Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.  

Prior to employment, the successful candidate must:  

  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Pass a criminal history background check through law enforcement agencies.
  • Submit a copy of their State employment driving record abstract to verify their eligibility to drive for Kitsap County.

Required Knowledge, Skills and/or Abilities

  • Stormwater Management; Stormwater/Water Quality (WQ) Monitoring; Public Education & Outreach and Stewardship; National Pollutant Discharge Elimination System (NPDES); Stormwater Permit Regulatory Requirements; Illicit Discharge Detection & Elimination (IDDE) and Source Control & Spill Response Measures; Environmental Policy related to Stormwater Management.
  • Leadership, Supervision, and Personnel Management; Project and Program Management; Public Speaking and Presentations; Grant Application Writing and Grant Management; Basic Statistical Data Analysis.
  • Plan, organize, supervise and evaluate the work of assigned staff.
  • Establish and maintain effective working relationships with other staff, consultants, the general public, partner agencies and other local, state and federal agencies.
  • Develop scopes of work and track for each program topic.
  • Assist in developing long range plans and objectives for assigned area.
  • Communicate effectively, both orally and in writing, as well as make informed decisions, upon consultation with management, on policies and procedures
  • Apply judgment and discretion in resolving problems and interpreting policies and regulations.
  • Report for duty on time and remain at work until the end of their scheduled shift even if an inclement weather event or emergency  is declared as an “Essential Employee” under the Public Works Inclement Weather/Emergency Response policy.
  • Physically perform assigned duties and essential functions of the position.

ILLUSTRATIVE EXAMPLE OF DUTIES

  • Manage assigned operations to achieve goals within budgeted funds and available personnel. Plan and organize workloads and staff assignments and review progress.  Prepare and justify budget for assigned area based on staffing and resource requirements, cost estimates, division objectives and departmental goals. Monitor and document expenditures for assigned area, assuring compliance with approved budget and applicable requirements.
  • Coordinate assigned activities within the KCPW Stormwater Division and with other Public Works Divisions, County departments, other agencies or organizations.
  • Direct changes in priorities and schedules as required to address weather conditions, emerging maintenance requirements and legal regulations.
  • Supervise assigned staff, including setting work priorities, planning, organizing, assigning, advising, assisting, motivating and training as necessary.  Establish work rules and performance standards and evaluate the work of assigned staff and participate in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination.  Provide for the coaching, training, development and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands.
  • Manage Clean Water Kitsap (CWK) partner scopes of work and budgets.
  • Oversight of Stormwater Division Education and Outreach (E&O) Program including compliance with NPDES Permit requirements. Maintain E&O program records that provide for the proper evaluation and documentation of required activities. Represent KCPW on regional, state, and local E&O working groups.
  • Oversight of Stormwater Division Illicit Discharge Detection and Elimination (IDDE), Source Control, and Spill Response Program to maintain NPDES Permit compliance. Direct the resolution of inquiries, problems, complaints, or emergencies affecting availability or quality of services related to KCPW stormwater systems.
  • Oversight of Stormwater – Water Quality (WQ) Monitoring Program. Coordinate complex monitoring projects that may be completed by KCPW Stormwater Staff or private contractors. Organize work, prepare budgets & contract documents, scheduling meetings, safety meetings, pre-project reviews of plans, and oversee WQ monitoring in progress to ensure standards are maintained and goals are achieved.
  • Other duties as assigned.
