The Washington State Department of Transportation (WSDOT) Northwest Region Environmental Program is searching for a dedicated and passionate Environmental Manager to be part of our team, located in Shoreline.

This position supports WSDOT’s mission and the NW Region by facilitating on-time, on-budget delivery of environmental deliverables and services for Snohomish and King County Area (SnoKing) projects. They will be supervising, planning, and assigning work to environmental transportation planning specialists; facilitating, planning, and implementing environmental compliance support; and facilitating the effective and efficient implementation of environmental policies, procedures, and regulations into the planning, design, construction, and maintenance of the regional transportation program to assure compliance with applicable federal, state, and local environmental laws, regulations, permits, and approvals.

This position is a member of the region’s Environmental Management Team (EMT). Providing senior level environmental management and strategic support to the Northwest Region, this position serves as the primary point of contact for and leads WSDOT’s role in environmental reviews for projects, which includes a significant opportunity to reestablish salmon access to habitat upstream of state highway culverts, correct outdated bridges, and address other environmental stewardship efforts in transportation.

In addition to the information provided above, this position will perform the following work:

• Develop and implement sound environmental decisions and highly effective and efficient project delivery strategies that meet customer needs and fulfill environmental regulatory requirements.
• Serve as a project management and delivery consulting expert on environmental review documentation, permitting, and approvals needed to complete WSDOT transportation projects.
• Coordinate with local governments, state and federal agencies, tribes, interest groups, and citizens to understand and reconcile environmental compliance concerns.
• Supervise, direct, and assign work to technical/advanced skilled professionals, facilitating on-time and on-budget completion of high quality environmental studies and documentation required by environmental review and permitting, ensuring compliance with environmental laws, regulations, agreements, and commitments.
• Other duties as assigned

At a minimum, an ideal candidate for this position will have the following:

• A Bachelor’s degree in environmental policy, physical, natural, biological or environmental sciences, planning, or closely related field and five years of professional work experience in environmental review documentation and permitting, project management, and delivery related to transportation or a related field.  A Master’s degree in one of the above fields will substitute for one year of the required experience.
• Three (3) years of experience managing environmental deliverables, schedules, and budgets.
• Leadership and team building experience; Ability to work effectively as part of a team and independently.
• Advanced skills in problem-solving, negotiating, and reaching agreement on complex and controversial issues.
• Advanced skills in strategizing and implementing the most effective and efficient pathways to complete NEPA/SEPA environmental review and obtain environmental permit approvals for environmentally and politically complex projects.
• Ability to effectively coach and train skilled professional staff one on one and in a team setting.
• Advanced written, verbal, and presentation skills and the ability to effectively communicate with a variety of audiences, including the public, resource agency staff, WSDOT staff and executives, and project engineers.
• Experience, managing, tracking, and coordinating activities with a variety of different individuals and teams, both internal and external to the NW Region Environmental Office.
• Ability to use a computer to evaluate project schedule and budget information, prepare and generate professional reports, utilize databases, develop and deliver presentations.
• Advanced knowledge of environmental laws, regulations, and FHWA and WSDOT policies pertaining to NEPA and SEPA environmental review and permitting for transportation projects.
• Advanced knowledge of environmental requirements and decision-making during scoping, design, right-of-way, construction, and post-construction phases of project delivery.
• Advanced knowledge of WSDOT Environmental deliverables and their relationship to project schedules.
• Advanced knowledge of federal, state, and local government environmental permitting and approval requirements and processes, including environmental studies needed, for transportation projects.
• Ability to safely drive to/from and review project elements in the field, negotiate rough and steep terrain, sometimes near high traffic settings and in wet or snowy conditions.
• Valid Washington State Driver’s license.

Desired Qualifications:

• Experience working with federal, state, and local environmental and transportation agencies to plan, design, and/or construct transportation projects.
• Experience working with Pacific Northwest Tribes and environments.
• Experience working on fish passage and stream restoration projects.
