The Department of Ecology is recruiting for a Duwamish “Brownfields” Stormwater Compliance Specialist (Environmental Specialist 4) in the Water Quality Program. This position works to prevent and cleanup water pollution and improve sediment quality specifically in the Duwamish River, up gradient Green River, and priority tributaries to this river system. This position is located in our Northwest Regional Office in Bellevue, WA.
We are looking for applicants with experience in industrial stormwater management, pollution prevention, toxic pollutants, and compliance, and the ability to communicate with a diverse stakeholder group.

Duties
Program Mission: The mission of the Water Quality Program is to protect and restore Washington’s waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
This position supports these missions by working to ensure the major new initiative to prevent and clean up water pollution and sediment delivery in the Duwamish River is successful. Specifically, this position will be responsible for:
- Planning and conducting inspections of NPDES-permitted and non-permitted facilities and activities occurring on contaminated sites, and promoting and coordinating technical assistance for construction and industrial permittees to help meet the goals of the Lower Duwamish Waterway in-waterway cleanup and source control plans.
- Assessing environmental chemistry data from multiple media (e.g., soil, groundwater, stormwater, surface water, sediments), evaluating fate and transport of toxic and conventional pollutants, and gathering legally defensible data to identify and recommend special conditions to be included in NPDES and state waste discharge permits for contaminated sites.
- Leading water quality compliance assurance activities and enforcing permit conditions, coordinating with watershed stakeholders, and providing specialized technical assistance to support these specific permit conditions and to ensure regulatory compliance, prevent recontamination, and enhance water quality in the river.
- Developing the information and documentation necessary to support formal and informal compliance and enforcement actions.
- Planning, coordinating, and conducing inspections of construction and industrial facilities covered by NPDES general permits in the Duwamish River, Green River, and in prioritized areas tributary to the Duwamish River.
- Participating in the interagency Duwamish Inspector’s Group (DIG) to effectively coordinate inspection priorities, joint inspections, and/or multi-media inspections in the areas draining to the Lower Duwamish Waterway.
- Working with staff across the agency to share information and data, and coordinate efforts to control potential pollutants in stormwater discharges from contaminated sites.
- Advising regional and program management on violations of critical/controversial agency interests, evaluating rule effectiveness, and recommending enforcement/compliance rule making.
This position will remain open until filled. The initial screening will be on October 22, 2019. Qualifications
Required Qualifications:
A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND five years of professional-level experience in environmental analysis or control, or environmental planning, which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
Additional qualifying experience will substitute, year for year, for education.
OR
A Master’s degree in one of the above fields AND three years of professional- level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
OR
A Ph.D. in one of the above fields AND two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.
OR
Two years of experience as an Environmental Specialist 3 at the Department of Ecology.
Note: Two of the required years of experience must include/be in environmental compliance inspections or environmental data analysis.
The experience as an Environmental Specialist 3 can include a combination of the following: 1) investigating and / or resolving complaints involving science or technology content, 2) performing inspections, 3) drafting technical evaluations and reports, 4) develops plans for researching information used for technical projects, regulatory or policy development, 5) plan and facilitate public meetings and hearings, 6) project work requiring specialized knowledge of industry processes, pollutant sources or natural processes, 7) providing technical assistance for complex scientific content and/ or support for implementing scientific content programs, 8) conducting tests, analyzing and evaluating data, 9) using environmental databases to support technical projects, 10) developing scientific studies and resource management plans, 11) providing environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.
The experience as an Environmental Specialist 2 can include assisting in any of the following areas: 1) performing field surveys or studies, 2) responding to complaints involving scientific or technical content, 3) preparing public meetings and hearings, 4) assistance with routine inspections or investigations requiring specialized knowledge of industry processes, pollutant sources or natural processes, 5) responding to routine inquires or requests for technical assistance involving scientific content, 6) special projects that are scientific in nature, 7) conducting routine sampling and testing analysis, interprets data, writing reports 8) performing basic sampling data review, 9) maintaining an environmental data base to support technical projects, 10) providing routine environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.
Desired Qualifications:
- Experience with industrial wastewater management and treatment under Clean Water Act regulations.
- Experience working with toxic pollutants involving chemistry, pollution prevention, or sampling and analysis.
Special Requirements/Conditions of Employment:
Must possess a valid driver’s license.
