Job Summary:
Under general supervision, plans, organizes, coordinates and participates in the development and implementation of the City’s geographic information system (GIS) program; strategizes and directs GIS projects and tasks. Responsible for managing spatial and non-spatial data/information.

Essential Duties

• Distribute GIS Division’s workload; design, develop, and maintain GIS production schedules; monitor project status to ensure timely completion of assignments. (*)
• Develop, maintain and update databases and assist in ensuring compliance with policies and procedures related to development and use of spatial data. (*)
• Operate and maintain GIS hardware and software and research potential of existing and new devices and applications that will maximize efficiencies, then make recommendations for changes to the organization and develop plans to implement them. Oversee GIS applications development and hardware and software acquisition. (*)
• Develop and oversee deployment of City’s on-line GIS presence.
• Assist with policy making regarding GIS matters.
• Identify, analyze and solve system problems. (*)
• Continue training to remain current on the principles, practices and new developments in the GIS field.
• Train users on systems and processes.
• Serve as the City’s point of contact on GIS matters.
• Create high quality maps for print and digital presentation. (*)
• Perform spatial analysis. (*)
• Conduct mapping research to resolve conflicting information and ensure the accuracy of the data. (*)
• Must be an independent, self-directed problem solver capable of working under tight deadlines and responding to the immediate needs of supervisory staff. (*)
• Ability to communicate both verbally and in writing, in person and via telephone.

Required Knowledge, Skills and Abilities:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Knowledge of, and experience with:
• GIS concepts and analytical techniques, including computerized mapping and digital data conversion, manipulation and analysis, and creation and deployment of interactive on-line maps
• GIS database administration and management principles, methods and techniques, including quality control methods and practices
• Knowledge of GIS software tools and applications including but not limited to ArcGIS Desktop, ArcGIS for Server, ArcGIS Online, ArcPad, Trimble GPS Pathfinder Office, Trimble TerraSync, and applications of MS Office Suite
• Principles and practices of GIS analysis and design
• Concepts of presentation graphics and digitizing techniques
• Hardware and software applications development methods, tools and utilities applicable to the GIS system
• Principles and practices of asset management and cost accounting
• Basic principles and practices of effective training and supervision
• Knowledge of programming languages such as Python and VBScript and practices of automating repetitive processes
• Digitizing and data manipulation procedures for geographic information systems

Ability to:
• Use Esri Arc-GIS software
• Produce interactive on-line maps using ESRI’s Arc-GIS Online
• Use large format digitizer, plotter and copier
• Produce maps and other graphics that present facts clearly in a manner accessible to all ranges of skills
• Perform GIS data editing and analysis
• Design, update, and maintain geodatabases
• Gather GPS data and post-process that data to GIS formats and create data dictionaries
• Organize GIS data and maintain metadata
• Oversee GIS data collection efforts in the field
• Plan, organize, integrate, monitor, and maintain a comprehensive GIS program with long-range GIS system goals
• Ability to develop and maintain effective customer-focused service processes with City management and end users
• Understand, analyze and define user requirements and recommend cost effective systems solutions.
• Analyze complex problems, evaluate alternatives and make sound independent decisions within established guidelines
• Plan and organize the implementation of asset management software, including training staff
• Train others in the use of GIS applications
• Work collaboratively and effectively with project teams including user representatives and outside resources and others encountered in the course of work
• Communicate effectively, orally and in writing
• Extract geospatial data to satisfy customized requests by internal users and the general public

The employee must regularly lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The noise level in the work environment is usually moderate.

Work is performed mostly in an office environment with some time spent at development construction sites. The employee must be able to transport himself or herself to and from field sites and sites of meetings that may be held away from the office and to walk about areas of uneven, wet, rough and steep terrain in all types of weather conditions.
Employees must be able to coordinate multiple work tasks at the same time, accommodate frequent interruptions without affecting quality of work, and tolerate stress.

Qualifications

Qualifications (Education, Experience, Skills):
Any equivalent combination of education and work experience which provides the applicant with knowledge, skills, and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

Experience: Four years of progressively responsible technical experience in GIS applications.
Education and Training: Bachelor’s Degree in Geography, Computer Science, Planning, Engineering, Surveying or related field. Master’s Degree preferred.

Required License or Certifications:
• Geographic Information Systems Professional (GISP) preferred
• Valid State of Washington Driver License with a driving record acceptable to the City.
• Must be able to successfully pass a background check
