Position: Hydropower and Outdoor Recreation Programs Fellow
Duration: 11 Month Fellowship (47 weeks): Starting January 2020 through December 2020 (dates are dependent upon starting on the start date.)
Location: National Park Service, Regional Office, 909 First Avenue, Seattle, WA, 98115

Fellowship Description:
The fellow will work with staff in the National Park Service’s (NPS) Conservation and Outdoor Recreation Programs, primarily the Hydropower Assistance program, and partners to develop and expand on geospatial tools and research products to assist the NPS in developing recommendations for outdoor recreation and conservation opportunities in Federal Energy Regulatory Commission (FERC) proceedings.  The goal is to improve information and tools for project managers to protect our rivers and develop best practices.

Work products will include research summary reports, excel databases, creation of new and expansion of existing geospatial databases, maps, baseline data summaries, and document summaries. The long-term benefits of the research products and tools will result in improved outdoor recreation and conservation opportunities for communities accessing water resources across the country.

Duties and responsibilities may include, but are not limited to:

  • Support development of geospatial and database tools for the hydropower program. Specific tasks could include data entry of past projects to support the new hydro database, web map and application development, creation of online tutorials on how to use the new hydro database, and creation of new geospatial databases.
  • Research hydropower and outdoor recreation projects, develop products that summarize past results, and create recommendations for best practices. Research topics could include outdoor recreation, visitor use management, mitigation measures, settlement agreements, and adaptive management.
  • Support and research regulatory requirements of the Federal Energy Regulatory Commission.
  • Support the Outdoor Recreation Program to deliver a coordinated suite of services to further the outdoor recreation mission of the NPS.
  • Analyze results of research projects, create databases and develop summary reports to display work.
  • Participate in team meetings and present results of work products.
  • Support specific projects through literature reviews, site visits, researching the site location in relationship to NPS’s interest, review and summary of key project documents, and creation of baseline data reports.
  • Participate in community outreach and stakeholder analysis, plan development, promotion of online guides, and/or development of online learning tools.
The Fellow will have the opportunity to collaborate with NPS staff and some travel may occur in the course of their work. A valid driver’s license is encouraged.
Fellows will work and communicate with a HAF Program Manager during their fellowship. Fellows will be expected to participate in scheduled conference calls, webinars, and meetings conducted throughout their term. Fellows will capture photos and/or videos for reporting purposes and submit 3 blog posts highlighting their experience and development. Fellows will coordinate and participate in Latino Conservation Week 2020, scheduled during mid-July.

Requirements:

The ideal candidate:
  • is proficient in and enjoys writing and communicating clearly;
  • has experience with or ability to learn the following software programs is desirable: Excel, ArcGIS, and Programming languages such as Java, SQL, and Python
  • is organized, able to listen, ask questions, and think critically;
  • has confidence in their ability to conduct a literature review and carry out independent research.
Minimum Qualifications:
  • Age under 30 y.o. as of January 2020 (up to 35 for veterans)
  • Bachelor’s or Masters’s degrees in geography, geographic information systems, outdoor recreation, planning, law, hydrology, water resource engineering, landscape architecture, environmental education, environmental studies, or a related field.
  • US citizenship or permanent residency. Interns must undergo a government background check if selected.
  • Available to work full-time (40 hours per week
Stipend + Benefits:
  • A weekly stipend of $480 based on a 40-hour work-week* ($12/hourly)
  • Monthly housing stipend up to $400
  • Travel stipend to defray the cost of roundtrip travel to and from internship location
  • Health insurance coverage for the 11-month term (medical insurance with Cigna available)
  • Travel expenses paid to participate in HAF Cohort Conference (date TBC)
  • Up to $2,500 available for professional development opportunities that align with role and goals
  • Public Land Corp Eligibility – after completing 960 hours, PLC status provides special non-competitive hiring status when applying for federal positions.
*Fellows are hired as contractors, taxes will not be withheld from stipends. Fellows will be provided a 1099-MISC form for tax purposes.
