Aquatic Habitat Restoration Project Manager
Grays Harbor Conservation District
The Grays Harbor Conservation District (GHCD) is seeking an experienced, motivated restoration project manager to join our team of resource conservation professionals based in Montesano, WA. The Aquatic Habitat Restoration Project Manager position is a grant funded, regular, full-time, hourly, state of Washington employee who works with landowners, and program partners to identify, fund and implement aquatic habitat restoration projects.
This position conducts aquatic habitat restoration across both the Grays Harbor and Pacific Conservation Districts in Southwest Washington. The two Districts are co-managed and the District Manager and Watershed Program Director are stationed at the Pacific Conservation District (PCD).
Ongoing work includes:
- Active participation in the Willapa Bay Lead Entity and the Chehalis Basin LE Habitat Workgroup.
- A Fish barrier inventory throughout the Willapa Bay watershed including GIS based prioritization model development. This will identify numerous barriers that will be priorities for grant funding.
- A whole watershed habitat assessment in the Middle Nemah River. Will identify a suite of restoration actions/projects that will be a priority for grant funding.
- A funded and designed county road barrier in Pacific County.
- A reach scale habitat assessment in Salmon Creek (tributary to the Naselle River) that will identify restoration actions/projects that will be a priority for grant funding.
- A $1.75 million, 120+ acre tidal restoration project at Smith Creek (tributary to the Naselle River).
- A $2.2 million, 135+ acre tidal restoration project in the Middle Fork Hoquiam.
- Collaboration on an assessment of the Satsop and Wynoochee watersheds that will model the best places for small scale wood treatments aimed at producing water quality, quantity and habitat benefits.
- Potential to work on reach-scale Aquatic Species Restoration Program projects in the Chehalis Basin.
Qualified individuals will have at minimum a Bachelor’s Degree in a relevant Natural Resource field and three (3) years prior work experience in a similar field. Starting salary will be based on experience ranging from $20.00/hr for entry level persons to $27.00/hr for highly qualified individuals.

POSITION PURPOSE/SUMMARY
The Aquatic Habitat Restoration Project Manager is a grant funded, regular, full-time, hourly employee serving the Grays Harbor Conservation District (District). This position is responsible to the District Board of Directors and is supervised by the Watershed Restoration Program Manager.
The Aquatic Habitat Restoration Project Manager works with landowners, and program partners to implement the District’s conservation objectives in Grays Harbor County. This position also works with the Pacific Conservation District to implement restoration projects in Pacific County. The Districts are currently co-managed by a common District Manager and the Watershed Program Manager is stationed at Pacific Conservation District and works across both Districts as well.
The Aquatic Habitat Restoration Project Manager position is responsible for identifying and implementing aquatic habitat restoration projects in accordance with District’s 5-year plan. The person in this position is responsible for carrying out all phases of project management for projects they are assigned. As a grant funded position, the Aquatic Habitat Restoration Project Manager will be responsible for identifying projects, developing grant applications and securing sufficient funds to fully fund the Aquatic Habitat Restoration Project Manager position in collaboration with other District staff. The Aquatic Habitat Restoration Project Manager also works with District staff to help support other District objectives and activities.
DUTIES AND RESPONSIBILITIES
The following is not a comprehensive list. Duties and responsibilities can be added or subtracted as deemed necessary.
- Identify and prioritize restoration projects
- Serve as a contact for partnering agencies such as the Department of Fish and Wildlife, Department of Natural Resources, Department of Ecology, local Salmon Recovery Lead Entities, and private landowners
- Participate in local and regional restoration related processes as directed
- Apply for and secure restoration grants for project funding
- Participate in project design processes, providing technical assistance and expertise
- Provide design engineering support in the form of project surveying and design review
- Apply for and receive state, federal, and tribal permits as needed
- Hire contractors and material suppliers in accordance with District procedure
- Oversee restoration construction of fish passage improvements, large woody debris supplementations, and other related activities
- Develop and manage accurate project budgets which adequately fund project costs
- Complete culvert surveys, habitat surveys, and other assessments necessary to develop quality projects
- Supervise restoration technicians as needed
- Assist the Willapa Bay Lead Entity in meeting coordination, recording meeting minutes, and project ranking
- Participate in community outreach and education events as time and funding allows
SALARY/BENEFITS
$21.50 – $28.00/hour Depending upon experience
