We are recruiting a Capital Project Management Technician II to join our highly productive, customer-focused Capital Project Management Team that provides excellent service to all King County residents and park users. This position reports to the Capital Improvement Program Managing Supervisor. In this role, you will perform a broad scope of entry-level project management support services most specifically related to services that support the existing Parks Management Information Systems (MIS) and implementation of future MIS-related projects. In this role, you will also provide general technical support for Parks Capital Projects including but not limited to creating GIS-based maps, collecting field data, performing calculations and analyzing data to support project implementation, organizing and inventorying Parks plan sets and asset data, maintaining Parks asset and project data, and other job duties to support the work unit.

Duration: This assignment is expected to last until December 31, 2020, with the possibility of extension.

Work Schedule: This position is non-exempt from the Fair Labor Standards Act and is overtime eligible. The workweek is normally Monday through Friday, with occasional evenings and weekends required to support events.

Job Duties
Examples of Job Responsibilities:

  • Collecting GIS-based asset data throughout the Parks system, including instructing new interns on proper data collection techniques.
    Inputting and maintaining asset data in the Parks GIS-based Asset Management System (Lucity), including geo-referencing asset data on existing engineering plans for input into the system.
  • Creating maps to support implementation of Parks Capital Projects using existing GIS libraries and asset data.
  • Performing data entry and retrieval tasks in the Parks Management Information Systems, including gathering/collecting data for Parks Capital Project, running queries, analyzing data, and preparing reports as directed.
  • Creating and maintaining documentation on how to use the Parks Management Information Systems.
  • Organizing and maintaining Parks Capital Project Files (paper and electronic) based upon established standards and tools such as County’s records management requirements and SharePoint.
  • Maintaining and archiving engineering drawing records. Preparing drawing sets for storage in the Asset Management System.
  • Assisting and teaching other Parks staff on the use of the various Parks Management Information Systems.
  • Maintaining, managing, and creating pages and documents for the Parks Capital Projects SharePoint site.
  • Researching information sources to assemble and organize project specific information required for permit applications for Parks Capital Projects.
  • Assisting in modifying or developing processes, data management methodologies.
  • Conducting research and applying it to new or existing processes, tools and concepts.
  • Drafting responses to general inquiries from consultants, engineers and project managers regarding work-related matters as directed.
  • Performing other duties as assigned.

Experience, Qualifications, Knowledge, Skills
The ideal candidate will have at least two years of experience in the following knowledge areas, skills and abilities:

  • Using ESRI ArcMap or ArcGIS Online mapping software to create maps and analyze data sets.
  • Using an asset management software system, preferably Lucity.
  • Understanding of relational database theory and experience using SQL to retrieve data.
  • Creating and maintaining team websites and files using Microsoft SharePoint.
  • Using software tools such as Microsoft Word and Excel to organize and analyze data.
  • Reading maps and engineering plans.
  • Understanding of LEAN principals and methodologies.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and customers.
  • Ability to work effectively in a team environment by building rapport and promoting cooperation among team members.
  • Ability to understand and follow written and oral instructions.
  • Analytical and problem-solving skills with an attention to detail.
  • Ability to prioritize assignments and manage daily work independently. Must be able to work on a number of initiatives simultaneously.
  • Skill with written communications and technical writing.
  • Skill in leading, directing and training others is highly desirable.
  • Knowledge and skills in basic project management.

The most competitive candidates will have a degree in Geography, Geographical Information Systems (GIS), Computer Science, Engineering or similar related field or equivalent work experience.
Supplemental Information
Working Conditions and Physical Requirements

  • Work requires the ability to operate a King County vehicle to attend off-site meetings and visits to project/construction sites.
  • Work involves walking moderate distances on even and uneven surfaces in the field year-round in varying weather conditions.

    Necessary Special Requirements: Valid Washington State Driver’s License upon hire or ability to travel throughout the County in a timely manner.
