POSITION: Environmentalist Senior 

SALARY: $27.06-32.14, per hour DOE

REPORTS TO: Watershed Program Manager

LOCATION: Environmental Trust; Nespelem, Washington

Basic Functions:  Responsible for Reservation nonpoint source (NPS) pollution control management, watershed protection and restoration through administration of three Tribal codes related to water, soil and habitat protection, natural resource project and burned area impact assessment, participation in multidisciplinary planning, implementation of restoration activities, and resource monitoring.  Position requires extensive work with Tribal and non-Tribal landowners, contractors, general public, and natural resource specialists working for other Tribal/BIA departments and jurisdictions.

Qualifications

 MINIMUM QUALIFICATIONS:

Education and Training: 

  • Requires a Bachelor’s Degree in natural resources OR environmental sciences AND sixty (60) months of work related experience. Master’s Degree preferred.
  • Requires a valid Driver’s License and be eligible for Tribes’ vehicle insurance.
  • Must be able to lift fifty (50) pounds, negotiate difficult terrain, and perform moderate physical activity outdoors in inclement weather conditions.

Knowledge, Skills, and Abilities: 

  • Requires professional knowledge of principles and practices of natural resource management; environmental planning, environmental regulatory program administration; strategic planning, typical management and program development considerations; intergovernmental jurisdiction ; and regulatory code administration.
  • Requires technical knowledge of forest management and engineering; watershed analysis and management; rangeland management; erosion and runoff models, natural resources and land use planning; statistical analysis; Geographic Information System (GIS), resource condition/impact assessments protection prescriptions, and code enforcement investigations.
  • Requires the working knowledge of rangeland, forest management,wildfire ecology and suppression, land use and development Best Management Practices (BMPs);; natural resource field data collection methodologies; and safety practices necessary for conducting responsible wildland field work.
  • Requires the ability to complete Basic Emergency Fire Fighter (EFF) training and Wildland Fire Pack Test at the Arduous Level within a year of hire; commitment to Incident Command System (ICS) training as a Resource Advisor.
  • Requires the ability to perform complex environmental and natural resource policy level tasks with minimal help or supervision.
  • Requires the ability to assume new responsibilities and self-train and seek instruction as needed to achieve task objectives.
  • Requires the ability to work well and effectively with co-workers, other Tribal/BIA departments and jurisdictions in an interdisciplinary team environment; competently identify issues and address conflict through facilitation and negotiation, where applicable.
  • Requires the ability to write and edit technical and business documents (i.e. Tribal codes, management plans, contracts, and grants) clearly and concisely.
  • Requires the ability to learn systems and detailed computer software functions Microsoft (Word, PowerPoint, Excel, Access), ESRI (ArcGIS, ArcCatalog, ArcCollector), and Paycom software products quickly.
  • Requires the ability to make frequent field/data observations, interpretations, and decisions involving management of watershed resources, conditions, and code compliance.
  • Requires the ability to understand and apply environmental regulations and related laws (i.e. National Environmental Policy Act, Clean Water Act, National Historic Preservation Act, and Endangered Species Act).
  • Requires the ability to participate in public hearings and meetings in a respectful manner to Tribal culture, traditions and practices; understand how Tribal cultural values interact with position and duties.
  • Requires the ability to apply Tribal cultural values to natural and environmental science to identify, assess, and resolve compliance and enforcement actions.
  • Requires the ability to effectively supervise staff and contractors, administer contracts and grants to fulfill position duties
