The Oregon Department of Environmental Quality, Water Quality Division has a full-time opportunity for a Basin Coordinator (Natural Resource Specialist 4) in the Western Region, based out of Eugene or Medford, Oregon.

The Watershed Management section, within Water Quality, oversees development and maintains the water quality management plan; establishes total maximum daily loads (TMDLs), waste load allocations, and load allocations to be achieved for those streams and water bodies that do not currently meet water quality standards.

You will become one of the Agency’s Regional Experts on developing and implementing TMDLs on waterbodies that present complex water quality issues and require innovative and creative approaches to solve these problems.

This is a full-time, AFSCME represented position.

What are we looking for?

  • 4 years of experience in a physical science, environmental science, or closely related natural resource field, and a Bachelor’s degree in a physical science, environmental science, or closely related natural resource field (or an equivalent combination of education and experience).
  • At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
  • Experience working as a team to develop monitoring plans and Sampling and Analysis Plans to gather information to inform TMDL development and implementation; experience in the development and implementation of Water Quality Management Plans and TMDLs.
  • Excellent verbal and written communication skills, organizational skills, and project management skills; skill in writing large reports (preferably final TMDL documents), including incorporating complex technical appendices from team members
  • Ability to communicate technical data to audiences unfamiliar with the subject matter as well as to other natural resource agencies; ability to work diplomatically with communities and people from all walks of life
  • Experience interpreting rules, regulations, laws, agency guidance, and procedures.
  • Experience responding to complaints and conducting inspections, obtaining and assessing data, and analyzing results.
  • Experience researching complex issues and problems, and proposing solutions.
  • Experience in making compliance determinations and moving forward with enforcement processes when appropriate; experience in writing concise and clear reports to make and describe complex regulatory determinations.
