Responsibilities
Position may be filled at the GS-09, GS-11 or GS-12 level. At the GS-09 and GS-11 level, the duties of this position are developmental in nature, leading to the full performance level of GS-12. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: promotion is not automatic.
At the full performance GS-12 level, the incumbent serves as a senior specialist/engineer.
-Works with the Water Operations Division staff and other KBAO Managers using advanced scientific and professional knowledge and experience to organize, compile, evaluate, and analyze a complex body of scientific information on problems associated with providing Federal water service to agricultural, municipal and industrial, or other users and to ensure Project operations are consistent with applicable regulatory requirements.
-Performs and works collaboratively with the other Project Hydrologists and Area Office staff in complex hydrologic investigations involving the use of computer simulation models and in the design and development of mathematical operations research models to optimize the combined use of the surface and ground water resources of the Project and develop hydrologic and hydraulic understanding of the surface water system.
-Works collaboratively with the other Project Hydrologists and Area Office technical staff in the modification of models for use in specific projects.
-Serves as a data manager and coordinator for hydrologic data collection related to Klamath Project irrigation deliveries and Endangered Species Act compliance for the Project.
-Provides technical guidance for the maintenance and continued development of supporting databases and evaluates the efficiency of existing systems to identify areas for improvement.
-Analyzes data on water supplies, water demands, reservoir operations and management, and for other studies and programs of the Area Office. Works with scientists and engineers to develop data needs required beyond existing data collection activities.
-Serves as a Grant Officers Representative (GOR) for various hydrologic and operationally related grant and cooperative agreements and as a Contracting Officers Representative (COR) on contracts for hydrologic and operational support and/or studies.
This is an interdisciplinary position and may be filled in any of the following series GS-0401, GS-0810, or GS-1301 depending on the qualifications of the selected candidate.
