Kitsap County Public Works is seeking a Solid Waste professional that is a proven leader and is passionate about conserving natural resources and reducing impacts to land, water, air and climate. The successful candidate will also be committed to providing environmental and cost-effective facilities and services.
This position is responsible for administering and managing the Kitsap County Solid Waste Division of the Public Works Department to insure proper planning, construction, repair, operation, and maintenance of the solid waste systems and programs that serve Kitsap County, as well as its cities, tribal nations, and military bases.
QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONSRequired Education and Experience
- Bachelors Degree in environmental science, engineering, public administration or related field; and
- Five years of professional experience in solid and moderate risk waste planning and operations, waste reduction and recycling activities; and
- Experience performing statistical data analysis, grant writing/management, project management, budget, and public speaking; and
- Three years of supervisory experience supervising professional, technical and trades staff; or
- Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.
Preferred Education, Experience or Other Qualifications
- Masters Degree in related field
- Solid Waste Association of North America (SWANA) Certification
Driving Requirements
- The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
- Category 1 Driver: operates County-owned vehicle, and
- Category 2: Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver’s license.

- The successful incumbent will or may have unsupervised access to children under 18 years of age, a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). Prior to employment, the successful candidate must:

Positions in this class typically require:
- Primarily works in an office environment, with routine field inspections/activities.
- Position may require: walking and balancing (short or long distances), bending, stooping, twisting, reaching above and/or below shoulder, handling/grasping documents, Sitting and/or standing for short or extended periods of time, clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone; sufficient hearing and vision, repetitive motions for computer use
- Requires exertion of force of 25 pounds occasionally, 10 pounds frequently, to lift/carry/move objects, files/documents, and other materials as required.
ILLUSTRATIVE EXAMPLE OF DUTIES
- Manages the preparation and execution of the $20 million annual operating budget covering the areas of program administration; waste reduction, recycling, and litter control; household hazardous waste collection and disposal; legacy landfill management; regional transfer station operation; and local recycling and garbage facility operations. These activities include the annual evaluation of solid waste disposal rates and fees for the regional Olympic View Transfer Station as well as three smaller recycling and garbage facilities to verify ample operating revenue, rate stabilization funding and reserve funding is available to support division operations as well as those funded in other aligned agencies. Rates were last set in 2018 and run through 2021.
- Supervise assigned staff of 30 employees with 5 direct reports, including setting work priorities, planning, organizing, assigning, advising, assisting, motivating and training as necessary. Establish work rules and performance standards and evaluate the work of assigned staff and participate in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination. Provide for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands.
- Directs the development and implementation of the solid waste capital facilities plan, to include prioritization and funding of repair, replacement, and expansion projects. Current plan includes $19 Million in expenses covering 8 projects.
- Manages solid waste and hazardous waste operations contract administration and permit implementation and reporting to the Department of Ecology and Kitsap Public Health District for the Olympic View Transfer station (OVTS) and three smaller recycling and garbage facilities (RAGFs). OVTS handles over 220,000 tons of municipal solid waste from throughout Kitsap County and northern Mason County. The facility is managed under a public-private partnership which utilizes rail containers to transport the compacted material to Arlington, Oregon for final disposal in the Columbia Ridge Landfill.
- RAGFs located in Central Kitsap (Silverdale), South Kitsap (Olalla), and North Kitsap (Hansville) service over 108,000 customers collecting 10,000 tons of MSW and 3,000 tons of recyclables each year.
- With input from the Solid Waste Advisory Committee, manages the creation and implementation of the Comprehensive Solid and Hazardous Waste Management Plan (Download PDF reader), including programs for waste reduction/recycling and moderate risk waste management. The Plan recommends strategies to manage solid waste generated in Kitsap County, including the cities of Bainbridge Island, Bremerton, Poulsbo, and Port Orchard, areas governed by the Suquamish Tribe, the Port Gamble S’Klallam Tribe, and U.S. Naval Base Kitsap.
- Manages closed landfills located in Hansville and Olalla under State Model Toxics Control Act agreements. The selected cleanup remedy for both the Hansville and Olalla Landfills – monitored natural attenuation – is expected to result in cleanup of the sites by 2034 and 2045, respectively. Landfill activities are funded through a separate dedicated fund.
