As an Infectious Disease Prevention Field Consultant, you’ll work within the Office of Infectious Disease (OID) in the Disease Control and Health Statistics (DCHS) Division. The mission of this division is to work within the governmental public health system and with other public health and health care partners to implement public health programs, take public health actions, develop public health policy and conduct assessment activities to improve the health of the people of Washington. You’ll be assigned to a multi-county region and work with local governmental and non-governmental stakeholders to make high-quality HIV, STD and HCV prevention services available and accessible to residents of Washington State. These services include testing and screening, HIV/STD partner services per CDC and Washington state guidelines, PrEP, and linkage to and retention in medical care including treatment for HIV and sexually transmitted diseases. You might also provide direct service to members of the public who are diagnosed with or exposed to disease. This role also helps local public health and community organization program staff plan, develop, and implement activities to detect, treat, and prevent infectious disease.

What will you be doing? Duties Include:

• Providing direct HIV/STD contact investigation and disease intervention services to persons diagnosed in assigned multi-county region.

• Providing subject matter expertise on HIV/STD symptoms, testing, diagnosis, treatment, disease intervention services, and harm reduction services based on CDC and Washington state guidelines.

• Providing subject matter expertise on policy requirements to local partners, including diagnostic and treatment guidelines, other relevant CDC guidelines, RCW, WAC, and contract deliverables if local partner is a DOH contracted service provider.

• Providing backup HIV/STD contact investigation and disease intervention services to persons in other regions on a temporary as-needed basis either for work coverage or outbreak response purposes.

• Monitoring and providing quality assurance oversight of contact investigation and disease intervention services cases in assigned region, to include direct technical supervision of local workers providing STD/HIV partner services to the public.

• Providing direct linkage and navigation services as necessary to people at high risk for acquisition of HIV in order to link them to evaluation for and prescription of PrEP.

• Planning, developing, implementing, and evaluating the delivery of STD/HIV partner services.

• Monitoring and providing quality assurance oversight of partner services cases in assigned region.

• Strengthening systems that identify undiagnosed HIV, STD and HCV infection.

• Providing support to systems that link to and retain persons diagnosed with STD, HIV and HCV in appropriate medical care and treatment services.

• Provide direct consultation and training for local health jurisdictions (LHJs) and other partners in assigned region pertaining to HIV/STD testing, diagnosis, treatment, partner elicitation and notification, and harm reduction.

• Act as a point of contact and advocate for a culturally diverse populations, which can include underserved and marginalized people (clients, local health jurisdictions, community-based providers, state agencies, other stakeholders).  This position must be able to effectively present the interests of the Office and Infectious Disease and the Department of Health to various customer groups.

• Participate in emergency preparedness training exercises and, if necessary, deployments, as required by the agency.

Required Qualifications

• Option 1: A Bachelor’s degree or higher; AND three (3) or more years of experience providing and/or administering public health programs and/or services, at the state or local level.

OR

• Option 2: Six (6) or more years of experience providing and/or administering public health programs and/or services, at the state or local level.

AND

• Demonstrated experience in the following:

o Effectively providing contact investigations and disease intervention services via telephone and/or in the field to people diagnosed with HIV and Sexually Transmitted Diseases, per the CDC guidelines.

o Providing HIV/STD subject matter expertise to members of the public, medical providers, and/or public or community health program staff members.

o Effectively designing, developing and implementing program coordination, capacity building and quality assurance plans.

o Effectively communicating, orally and in-writing, with members of marginalized or disparately affected communities.

o Effectively using MS Word, Excel, PowerPoint, and Outlook.

Desired Qualifications 

• Demonstrated experience in the following:

o Completed CDC approved training on HIV testing and HIV/STD partner services.
o Working with and/or knowledge of the National HIV/AIDS Strategy and the Department of Health and Human Services Viral Hepatitis Action Plan.
o Working with and/or knowledge of the Patient Protection and Affordable Care Act
o Analyzing public health policy, relevant to infectious disease programming, to provide feedback on bill analysis and fiscal notes.
