Manager, Pacific Northwest Watersheds 

Summary 

Based in the Portland, OR, the Manager, Pacific Northwest Watersheds will manage the planning, development and implementation of Western Region programs in the Pacific Northwest including, but not limited to the Columbia Basin Program. The Manager will work closely with the Director, Western Regional Office in developing strategies and programs, participating in securing funding opportunities, managing applicable funding sources, management of advisory committees, interacting with existing and potential grant/contract recipients, overseeing proposal and transaction review, providing technical assistance to grantees, reviewing/approving reports from grantees, managing the project administration team to assure the effective implementation of the Foundation’s grant administration policies, drafting recommendations for staff and Board action, and working closely with the Program Director, Columbia Basin Program and other Foundation staff. S/he is also responsible for other duties as assigned by the Regional Director.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Recommend program priorities, including measurable goals and objectives; work with the program advisory committee to solicit, review and approve grant awards; develop, coordinate and implement site-specific technical assistance plans/strategies with grantees; and establish systems to monitor progress of each grantee (using Foundation technical and financial tracking databases).
  • Design and implement conservation strategies for NFWF, with emphasis on integrating habitat and flow, in coordination with the Program Director for the Columbia Basin Salmon Restoration Program, various advisory committees, Foundation program staff including Science and Evaluation, Government Relations, contractors, agency liaisons and the NFWF Board.
  • Develop relationships with and provide support to the Columbia Basin Water Transaction Program grant recipients and contractors and communicate with grantees, partners and consultants regarding project implementation, progress and accomplishments;
  • Support communications and outreach activities, including developing fact sheets, annual report, e-newsletters, presentation materials, board updates, and information for the Foundation’s web site.
  • Assist in planning and coordinating information sharing events (e.g., workshops, committee meetings, webinars, site visits, and conference calls) for grantees and program partners.
  • Manage applicable funding source(s) as appropriate, including preparation of grant applications, amendments and budget development, preparation and submission of financial and programmatic reports and coordination with agency project officers.
  • Assist in securing additional funding for Western Regional Office programs (including subgrants) and the operations of the Foundation.
  • Recommend and lead the development of new strategies and approaches that improve and make more efficient existing program processes.
  • Track and monitor proposals and active grants/contracts in coordination with the Grants Administration team.
  • Compile project metrics from transactions and programmatic grants to help populate scorecards and assess impact of initiatives relative to a planned business plan.
  • Serve as a spokesperson for the Foundation with regard to Western Region Office in the Pacific Northwest and its conservation objectives and accomplishments.
  • Assure compliance with all requirements of cooperative agreements.
  • Review and evaluate submissions by grant/contract recipients and applicants to ensure that results are in full compliance with Foundation and funding source requirements.
  • Oversee the program’s external technical review of proposals in accordance with Foundation policy.
  • Prepare briefing materials and recommendations to support decision making by the Foundation’s staff and Board.

 

MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS) 

  • Advanced degree or equivalent experience with concentration in natural resources management.
  • Minimum five years of experience working with government agencies and/or nongovernmental organizations on issues related to conservation and natural resource management, freshwater sciences, or water law.
  • Experience working with federal resource agencies, with experience managing cooperative agreements preferred.
  • Knowledge of watershed management issues.
  • Experience with ARCGIS, grant writing and budgeting.
