Summary
Under the direct supervision of the Cultural Resources Director (CRD), this individual is responsible for carrying out environmental management goals and objectives of KIC’s Cultural Resource Department. This individual is responsible for enhancing KIC’s ability to conduct environmental research projects independently or collaboratively. In partnership with the Cultural Resources Director this includes: assessment of local natural resources management needs; design of projects and/or studies to address identified needs; identifying and securing funding and technical assistance needs for projects; data collection and/or project implementation in the field; analysis of data; and reporting of findings. This position will likely include some travel to remote sites within SE Alaska via various modes of transportation including by foot, watercraft or small plane.
Essential Duties and Responsibilities:
CONTRIBUTES TO NATURAL RESOURCES PROGRAM BY:
- Assisting with satisfactory completion of workplan goals and objectives in the Indian General Assistance Program (IGAP), and working with supervisor on development of future workplans.
- Conducts and manages field operations including water quality sampling and analysis, phytoplankton and biota sampling, data management, analysis and report writing.
- Assist with preparing subsequent grant applications to various funding entities to ensure continuation and growth of KIC’s Environmental, Natural Resource and Subsistence Programs.
- Work with CRD to coordinate appropriate Tribal position on cultural and environmental resource issues, including prioritizing projects to be addressed, specifically those that effect subsistence resources.
- Assists with environmental reviews and consultation by developing an understanding of the various governmental environmental processes and forms as required under NEPA.
- Quarterly program reporting to the EPA, BIA and other funding entities detailing activities, challenges, and modifications during the reporting period.
- Preparing final report drafts for review and assisting in drafting documents to be shared through various forms of media on the findings of program activities and research.
- Work with the CRD to respond to environmental issues that affect cultural, subsistence or natural resources within the traditional territory of KIC and SE Alaska.
- Assist with preparation of monthly reports for submittal to the KIC Tribal Council, Our Way of Life Committee and Tribal Administrator detailing activities during the reporting period.
- Keeps CRD informed about projects and duties via weekly staff meetings and/or weekly individual meetings with Director.
- Assists with the preparation of information for inclusion in the Cultural Resources Department report to Tribal Members in quarterly Newsletters and the Annual Report.
- Participates in education and outreach efforts throughout the community, through planning, development and implementation in conjunction with Education Department staff.
- Participates in KIC all-staff events which may occur after hours or on weekends, including but not limited to Annual Meeting, Culture Camp, and other all-staff events that arise throughout the year.
- Responds to questions/comments in a courteous and timely manner.
MAINTAINS SAFE WORKING ENVIRONMENT BY:
- Reporting any unsafe conditions to appropriate Department/Program Director upon discovery.
- Adhering to all local, state, and federal environmental regulations
- Complying with federal and state laws and regulations regarding the protection of the health of employees and provide for appropriate occupational health services for those employees.
- Developing and following protocols for working in the field.

Physical Demands
Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell.
Writing by hand and using a personal computer. Attending evening and lunch time meetings as requested by supervisor. Traveling occasionally, using air and/or water transportation, to out-of-town meetings and functions.
Working Conditions
Some job duties are physically demanding, performed in inclement weather and other uncomfortable outdoor/indoor environmental conditions.
Administrative and basic laboratory work is performed in a small office with limited storage, filing and workspace. Some work is performed in conference rooms and at photocopy/fax machine.
Minimum Qualifications
Bachelor’s degree in environmental science, watershed science, forestry, aquatic science, fisheries, land use management or related environmental field.
Two years of environmental field work/monitoring experience.
Masters degree or equivalent may be substituted for the one year of work experience.
Previous employment, demonstrating ability to be a reliable worker (show up on time and consistent with the required work schedule).
Knowledge of state and federal environmental regulatory agencies and stakeholder groups
Valid State of Alaska driver’s license or ability to get one within one month of employment, with a record acceptable to KIC’s Insurance carrier.
Additional Qualifications Preferred
Experience working for a Federally Recognized Tribe.
Lived and worked in Alaska
Skilled with ESRI GIS mapping software and GPS equipment
Experience with implementation of restoration project
Two years of demonstrable grant writing and management experience.
Experience, knowledge, skills and abilities:
- Experience with equipment and techniques utilized in various environmental monitoring projects.
- Knowledge, skills and experience in environmental management and study design.
- Skilled at operating a boat in a nearshore marine environment and in tributary rivers carrying equipment and passengers.
- Ability to collect, analyze, synthesize and present data and research finding statistically and graphically.
- Ability to incorporate the environmental concerns of the KIC Tribal Council, its members and outside regulatory agencies to adaptively manage traditional tribal resources.
- Knowledge of the local, state, and federal environmental regulations;
- Ability to communicate effectively in writing and orally.
- Experience with budgeting and budget maintenance.
- Experience with grant reporting.
- Excellent writing skills as will be required for reports, plans, grants proposals, program justifications, etc.
