Our Solid Waste Management (SWM) program is looking to hire a NWRO SWM Section Manager (WMS Band 2) position. The NWRO SWM Section Manager administers the regulatory program for solid waste management and recycling in Washington State.  This position assigns staff resources, recommends and approves policies pertaining to personnel and budget. Provides supervision of 11 professional environmental staff including engineers, hydrogeologists, environmental specialists, and administers a multi-million grant program to local governments for proper solid waste management, prevention and litter pick up.

Successful candidates will demonstrate skills and experience working with local governments, solid waste and recycling companies and leading at youth employment program, the Ecology Youth Corps, have experience leading a staff of professional engineers, hydrogeologist, and scientists, work well on a 12 person leadership team, skills and experience managing a multi-million dollar budget and diverse grant programs covering varied environmental programs. Must be capable and willing to assist with the move of the regional office from Bellevue to Shoreline,

Duties 

The goal of the NWRO SWM Section Manager is to enhance the protection of Washington’s people and resources through sound management of the SWM Program’s Northwest Regional Office staff, budget and resources in a manner that fosters positive relationships with business and local government partners.

Key work activities and responsibilities include, but are not limited to:

  • Leads a staff of engineers, hydrogeologists, and scientists.
  • Hires and implements a seasonal youth employment program picking up litter.
  • Administers a multimillion dollar grant program and a million dollar capital contracts picking up tires.
  • Leads Ecology’s litter prevention and pickup program, provide technical assistance to local governments over the regulatory aspects of solid waste management and recycling programs.

This position gets to solve complex issues related to Litter prevention and pickup, keeping Washington’s roads clean, recycling issues in Washington’s solid waste system, permitting and oversight of solid waste facilities, corrective action and cleanup at solid waste facilities. Both the SWM leadership team and the NWRO team are high performing, dedicated professionals that respond well to strong leaders.

Qualifications 

Required Qualifications:

A bachelor’s degree involving major study in an environmental, physical, or natural science, planning, business administration or closely allied field.

AND

Five years professional experience in environmental analysis, control, planning, community outreach or supervisory experience.

Desired Qualifications:

Experience in meeting the WMS leadership competencies and up to 5 years’ experience managing solid waste issues, environmental permitting, doing scientific analysis, and rule interpretation.
