Summary
The Department of Public Health seeks to hire a Performance Manager to join the Hazardous Waste Management Program (Program) in King County. Considered a national leader, the Program protects and enhances public health and environmental quality in King County by helping citizens, businesses, and governments reduce the threat posed by the production, use, storage, and disposal of hazardous materials. This position is being hired through Seattle-King County Public Health, which is one of four partner agencies that provide staff to the Program.
We are seeking a skilled, highly adaptable and collaborative Performance Manager. This key position will lead the development of a robust performance management system, develop and implement strategic direction, improve services to address racial disparities in hazardous material exposures, and ultimately improve public health and environmental outcomes for residents and businesses across King County.
This position reports to the Hazardous Waste Program Director and manages critical functions to assure the Program’s work is strategic, efficient, and effective – in fulfillment of its mission, racial equity goals, and ratepayer needs. This position will ensure the strategic direction for the Program’s Lines of Business, oversee the Program’s performance, research and data functions, and manage special assignments and initiatives. The incumbent will build effective relationships and work with leadership and all functional areas of the Program to develop and implement systems, adaptively plan and evolve work, and manage projects and initiatives across a multi-agency organization.

JOB OF DUTIES:
Develop and execute program-wide performance, data, and adaptive management functions in a matrixed, multi-agency structure. Lead the development of results-based Program performance measures, including metrics for the Program’s Racial Equity Strategic Plan.
Oversee work planning and continuous improvement for the Program’s Lines of Business (LOBs). Provide strategic direction; apply, synthesize, and interpret data; analyze priorities; manage Program-wide work planning processes, and adaptively manage the Program’s work overtime to meet evolving needs.
Conduct primary research and quantitative analysis as needed.
Lead and/or participate in strategic and comprehensive planning efforts. Manage planning activities and provide subject matter expertise.
Work with LOB managers to translate strategic direction into services and functions. Develop staff competency and expertise for effective performance, project, and program management and evaluation.
Produce regular performance assessments, analysis, and related products. These include quarterly and annual reports, as well as activity, project, and/or service assessments.
Serve as a member of the Director’s interdisciplinary management team. Provide coverage for Program Director and/or other managers as needed. Represent the Program and the Director to partners, stakeholders, elected officials, and others.
Guide work across multiple agencies, management, and supervisory structures, bargaining units, and decision-making structures. Successfully navigate difficult issues, identify and resolve problems and performance issues, and implement changes.
Serve as the management liaison to the Program’s Research Team.
Oversee work with the King County Information Technology department and/or contractors to develop and manage integrated data, information, and performance management system.
Manage resources including supervision of staff, workgroups, budgets, contracts, consultants, IT/data systems, and intra- and inter-agency support.
Other duties as assigned by the Program Director.
QUALIFICATIONS:
Minimum of five years progressively responsible management experience. Experience must clearly demonstrate the ability to perform all key responsibilities, including senior-level leadership responsibilities and effective staff management.
Advanced management experience in performance management, planning, public administration, project management, organizational development, or related responsibilities. Experience in public health, environmental health, or related field desired.
Demonstrated ability to work collaboratively, including managing diverse teams; effective communication, delegation, facilitation, and negotiation. Demonstrated ability to maintain effective and positive relationships with peers, subordinates, and management.
Advanced knowledge and experience in complex performance management systems, including design, development, and implementation.
Knowledge of individual, institutional, and systemic racism, and demonstrated experience advancing racial and social justice in public sector organizations.
Advanced knowledge and experience in primary technical and community-based research, qualitative and quantitative analysis, development, and application of results-based performance metrics and application of findings to improve programs and services.
Demonstrated experience leading large-scale planning efforts, including strategic planning, stakeholder strategies, and recommendation development. Experience in implementing plans, managing change, and monitoring plan outcomes.
Excellent written and oral communication skills. Demonstrated ability to communicate effectively at all organizational levels, and translate complex information for a specific audience(s) and purpose(s).
Must be adept at navigating varied and sometimes conflicting interests of internal and external stakeholders. Demonstrated skill in making decisions and negotiating outcomes where complexity and conflict may exist.
Demonstrated ability to consistently operate with high standards of ethics and accountability, and carry out responsibilities with discretion, confidentiality and political sensitivity as required.
Demonstrated ability to work independently, be self-directed and perform duties with minimal oversight and supervision.
DESIRED QUALIFICATIONS:
Advanced degree in performance management, public administration, public health, environmental health, or related field.
Experience in a local, intergovernmental, or multi-governmental structure.
Experience in project and change management, leading complex projects/teams in a matrix management environment.
Knowledge of determinants of health and drivers of health inequity.

WORK SCHEDULE: This position typically works 8 hours per day, 40 hours per week anytime between 8:00 a.m. to 5:00 p.m. Schedule requires flexibility for weekend and evening work. This position is not subject to the Fair Labor Standards Act and is not overtime-eligible.
