Position Description
The City and County of Honolulu (“City”) Office of Climate Change, Sustainability and Resiliency (“CCSR”) was established by a City Charter amendment in 2016 with overwhelming approval by Oʻahu voters. As mandated by Charter, CCSR is tasked with seeking local information from scientists and tracking climate change science and potential impacts on City facilities, coordinating actions and policies of departments within the City to increase community preparedness, protecting economic activity, protecting the coastal areas and beaches, and developing resilient infrastructure in response to the effects from climate change. Additionally, CCSR is responsible for integrating sustainable and environmental values into City plans, programs, and policies. CCSR also administratively supports the City’s Climate Change Commission.
The Communications & Outreach Manager serves as the staff specialist in resiliency and sustainability communications and outreach within CCSR, and develops, maintains, and implements related relationships and initiatives to further CCSR activity. The Communications & Outreach Manager also makes recommendations and executes programs that educate and inform the community about CCSR activity, in addition to climate change, sustainability, and resiliency issues.
Duties and Responsibilities

Manages public communications, service announcements, social media, website, and other education platforms for CCSR and serve as information liaison between CCSR and government agencies, NGOs, and community groups

Establishes a clear vision and direction for CCSR education, community preparedness, and outreach activity, and implements and maintains campaign strategy throughout the community in consultation with executive staff

Supports CCSR outreach programs and initiatives, developing positive and professional relationships with internal City communications staff, media, and the general public

Produces communications material including press releases and talking points, as well as content for newsletters, articles, reports, websites, and social media posts

Develops all production of outreach material produced by CCSR and assists CCSR staff with production of presentations, graphics, and other outreach related material

Researches and identifies new partnership opportunities for CCSR to advance community preparedness and outreach into new populations on a regular basis, and serve as the primary contact for external community partners working in preparedness and community education

Advises executive staff on media and other outreach opportunities and arranges for opportunities for executive and other CCSR staff to deliver messages consistent with outreach goals

Monitors, tracks, and evaluates all aspects of outreach campaigns to determine successes and challenges, prepare reports to summarize impact

Represents CCSR at community meetings, events, and at educational tables/booths throughout Oʻahu, including during evenings and/or weekends

Performs other related duties as may be assigned
Minimum Qualifications

Minimum of three years of experience in communications, media, community outreach, marketing or a related field

Bachelor’s degree in relevant field from an accredited university

Excellent writing, communication, social media, and public presentation skills, with a exceptional attention to detail

Ability to synthesize technical information from diverse sources and to convey this information in written, verbal, and visual forms

Ability to communicate complex policy issues clearly and concisely to members of the public in written, verbal, and visual forms

Ability to multi-task and organize projects in a professional and concise manner, often with short deadlines

Comfortable working independently and as part of a team in a fast-paced environment in an executive-level government office

Strong background with Microsoft Word, Excel, and PowerPoint
Desired Qualifications

Minimum of five years of experience in communications, media, community outreach, marketing or a related field

Familiarity with Oʻahu communities, issues, and media outlets

Experience with graphic arts design/production

Previous experience working in high-level government

Experience with public policy, research, and analysis

Experience managing projects in a team setting, including developing project plans and managing timelines

Strong background with Adobe Pro, Canva, Squarespace, and MailChimp
Compensation
Starting salary ranging between $64,476 and $72,528 annually, plus full City benefits.
