How can you make a difference?

The WASH section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to support the WASH enabling environment, policy, sector strategy and monitoring reform and monitoring and evaluation.

Nature of Consultancy:

UNICEF regional office has recently concluded a WASH regional evaluation. This evaluation recommended actions to strengthen WASH programmes in the region and address the humanitarian WASH challenges in the context of SDGs. The 2019 Joint Monitoring Programme (JMP) reports showed that few countries in the East Asia pacific have data to contribute to the Joint Monitoring reporting in water supply, sanitation, hygiene, WASH in schools and WASH in health care facilities. In addition to that, the COVID-19 outbreak has shown the limitations in providing real-time data to quickly respond to the changing programmatic context as a result of the outbreak.

The aim of this consultancy is to (1) review the WASH Evaluation recommendations and provide supports to country offices to address the recommendations; (2) develop a Regional WASH Strategy; (3)  assess the impact of the COVID-19 outbreak on the delivery of WASH services in the region; and (4) provide high quality support to two countries in their WASH reform process.  The consultancy includes components of defining better partnerships, reviewing the capacity and skills of UNICEF WASH staff in the light of a rapidly changing programming landscape and WASH sector reforms for delivering WASH services for urban and rural marginalized communities.

The consultant will support the continuing efforts to strengthen the WASH enabling environment in the countries.  Country support will include advising national governments on policy for the WASH sector and necessary reforms in selected countries with low sectoral performance.

Background:

The most recent regional WASH evaluation completed in 2020, provides key information; findings and recommendations for Global WASH support, Regional- and Country needs in strengthening the WASH programing in East Asia Pacific. The recommendations of the regional WASH evaluation need to place in the context of the COVID-19 pandemic and its impact on Water and Sanitation in the region. Several countries in the region are revising their WASH programme to align it with the new challenges arisen from the COVID-19 outbreak and those countries will require additional support from the regional level.

The most recent WHO Global Analysis and Assessment of Sanitation and Water report shows that financing for the WASH sector is still a significant barrier to increasing access to water and sanitation. The COVID-19 impact assessment must show how the outbreak impacted on the delivery of WASH services across the region in order to adjust future programming and advocacy where needed.

Under the SDG Goal 6 on clean water and sanitation, there is a mandate for countries to mobilize domestic financing, improve their monitoring system and support a national roadmap for the 2030 SDG agenda.  These elements are well aligned with UNICEF’s new Strategic Plan 2018-2021, which has a focus on system strengthening and results.  Additionally, the UNICEF WASH Strategy 2016 – 2030 highlights the need for key strategic approaches and sector reforms, evidence generation and country reforms support are necessary to achieve the SDGs.

Estimated Duration of Contract:  120 working days during the period from 1 September 2020 to 30 June 2021

Official Travel:  The consultant will be based remotely with anticipated official travels to the following locations – Myanmar, Vietnam, Indonesia, Cambodia, Philippines, Laos, Singapore, Timor Leste, and Thailand.

To qualify as an advocate for every child you will have…

  • Advanced University degree in Water Engineering, Environmental Sciences, Public Health, Social Sciences or related disciplines.
  • This consultancy requires at least 20 years of experience in the WASH sector at a senior level working in the areas of policy and strategy, programme management, monitoring, strategic planning and strategy development.
  • Proficiency in English is required.
  • Proven excellent writing skills in English are required.
  • The consultant must be very familiar with current developments, research, best practices and global policy direction in the sector, especially in financing and engaging the private sector.
