ICF is seeking a Restoration Engineer/Hydrologist to work collaboratively with ICF design team members and colleagues from our conservation planning, fisheries and aquatic science, and environmental and regulatory compliance teams to pursue, design, and implement fish passage improvement, and aquatic, estuarine, riverine, and upland habitat restoration for projects in Washington, Oregon, and California as part of our expanding restoration project portfolio. You would be joining our west coast-based Restoration Planning and Design Team working out of either our Portland office to support growth in our Pacific Northwest Region.

The ICF Restoration Planning and Design Team works with state and federal agencies, local governments, tribes, and other clients on basin and watershed-scale planning and management and plan, design, implement, and conduct long-term monitoring of habitat restoration and mitigation projects. We are currently working on a number of exciting projects in the Columbia River Basin, Puget Sound, the Sacramento-San Joaquin Delta, and the Upper Santa Ana and Otay Rivers. The Role

As a Restoration Engineer with ICF, you will have a first-hand role in development of basin and watershed management plans and the design and implementation of high-quality habitat restoration projects throughout Washington, Oregon, and California. Project design work may include engineered logjams and large woody material structures, bank stabilization, stream channel restoration, fish passage, intertidal estuary restoration, and freshwater wetland restoration. As a member of multidisciplinary project teams, you will work with clients, teams of technical experts, and regulatory agencies to move projects from initial site assessment and prioritization, through conceptual design and alternatives analysis, and ultimately to preparation of detailed restoration designs and implementation. You will work with our team of technical specialists to analyze site conditions (geomorphology, hydrology and hydraulics, and ecology) and design riverine and wetland restoration projects. You will also help prepare complex technical documents including hydrology and hydraulics reports, basis of design reports, construction documents, and watershed management plans that are tailored to meet the specific environmental or regulatory compliance requirements and address the target audience. Project roles may include all or some of the full suite of restoration services that ICF offers (e.g., planning, conceptual design, detailed design, construction documents, and bid assistance, construction oversight, and performance monitoring) as well as providing support to ICF’s Disaster Management group. You must be able to work with team members is offices up and down the west coast, maintaining working relationships with infrequent face-to-face contact. You must be willing to undertake periodic short-term travel to sometimes relatively remote locations.

Key Responsibilities

  • Work closely with senior engineers and ICF’s cross-regional restoration practice (fisheries and aquatic sciences, permitting, and habitat conservation planning)
  • Support watershed planning and management, and disaster management projects.
  • Support design of wetland and riverine restoration projects, including channel, bank protection, scour protection, fish passage, large wood structure design
  • Support hydrologic and hydraulic analyses through geospatial analysis and modelling
  • Support obtaining environmental permits for project construction, working with permit specialists to provide necessary design project data and reports
  • Support development of project proposals, including scopes of work, schedules, and budgets
  • Be a positive, fun, and supportive addition to our local office environment

Basic Qualifications

  • Bachelor’s Degree in Civil, Environmental, Water Resources, or Ecological Engineering; Geomorphology; or Hydrology
  • 8+ years of experience analyzing, designing, and/or leading water resources and/or habitat restoration projects

Preferred Skills/Experience

  • Engineer-in-Training (EIT) or Licensed Professional Engineer (PE) in the state of Oregon, Washington, or California
  • Master’s Degree in similar field
  • Working background in one or more of the following areas: hydrology, open channel hydraulics and environmental river mechanics, sediment transport analysis, fluvial and coastal geomorphology, coastal hydraulics, hydraulic structures, civil design, project and construction management, and site survey
  • Experience working on technical studies and/or preparation of conceptual and detailed design plans for water resources projects.
  • Experience working on habitat restoration projects in Oregon, Washington and/or California
  • A history working with private, public sector clients, and regulatory agencies
  • Proven ability to work as part of a multidisciplinary team comprised of engineers, ecologists, landscape architects, and other technical experts
  • Demonstrated ability to function independently with minimal management or oversight
  • Knowledge of and ability to use hydrologic and hydraulic modeling software (HEC Suite, EPA SWMM, SRH 2D, TUFLOW, or other)
  • Knowledge of and ability to use drafting software (Civil 3D, Microstation, or other)
  • Knowledge of and ability to use geospatial analysis software (ArcGIS or QGIS)
  • Strong verbal and written (technical writing) communication
  • Proficient with Microsoft Office Suite Applications (Word, Excel, PowerPoint, Project).
