Position Summary

This position is within ODOT’s Transportation Development Division’s (TDD). TDD’s mission is to develop and efficient, safe transportation system that enhances Oregon’s economic competitiveness and livability. The Geographic Information Services (GIS) Unit is part of the TDD and is responsible for preparing urban and rural transportation maps, Geographic Information System analysis, products, and data, custom maps, GIS and data products as requested. This group also represents ODOT on mapping and data uniformity issues with other governmental agencies.

This position conducts geographic information system analysis, constructs or maintains spatial data, and works directly with customers in the development of custom GIS products. The results of these efforts are distributed statewide to customers using Internet/Intranet technology and as desktop workstation tools. GIS products produced by this position provide analysis that supports federally mandated Functional Classification/Federal Aid System, National Highway System, STIP development and the Highway Performance Monitoring System. This position assists in delivering technical training and provides user support for GIS applications, spatial data, and GIS use throughout ODOT.

Position Duties

  • Construct and perform data quality control analysis of GIS data ensuring data meets ODOT standards.
  • Provide customers with recommendations on local GIS data maintenance procedures.
  • Construct and implement internal processes that support GIS data disaster recovery.
  • Conduct GIS data needs analysis and work with the GIS Spatial Database Administrator to ensure database design meets ODOT standards and the customer needs.
  • Conduct informal interviews with customers to design and document custom project specifications, requirements, time-lines, and reporting requirements.
  • Conduct research determining the availability and appropriateness of GIS data necessary to support customer/project.
  • Design and execute data extractions from multiple databases using spatial analysis tools, standard SQL queries and RDBMS operators.
  • Use GIS technology to construct and maintain spatial data used to deliver standard products.
  • Using GIS technology, deliver custom GIS projects meeting statewide customer requirements.
  • Conduct spatial data translations and re-projections necessary making GIS data compatible with GIS standards.
  • Assist in creating standards to validate and support statewide spatial data collection.
  • Translate and manipulate spatial data files for distribution through various web-based applications.
  • Work closely with customers assisting and coaching in the construction and maintenance of custom spatial data product.

Minimum Qualifications:

A bachelor’s degree with an emphasis in computer science, geography, GIS, geology, planning, mathematics, social sciences, natural resources or a closely related spatial data analysis field.

OR-

An associate’s degree in computer science or college-level coursework that includes 30 quarter (20 semester) computer science credits AND one year of information systems experience in the infrastructure specialties listed below

OR-

Three years of information systems experience in the infrastructure specialties listed below.

Infrastructure Specialties (Experience must include activities in):

  • Communications: Communication means the connections that link systems and
    includes voice, data, image, and video.
  • Software: Software means the programs, procedures, rules, and associated
    documentation concerned with operating a system and covers both applications and operating software.
  • Hardware: Hardware Device means the physical components (e.g., PC,
    server, mainframe, peripherals).
  • Data: Data means data bases and associated master files;

Note: 15 quarter (10 semester) graduate-level computer science, spatial analysis, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

Preferred Attributes:

Preference may be shown for candidates who possess knowledge, skills and experience in the following areas:

  • Transportation based Geographic Information Systems (GIS) analysis and/or spatial system development.
  • Excellent communication skills; ability to create and update system documentation, reports, and communicate with the customer on the appropriate user level; able to understand and interpret customer requirements.
