Organizes and performs maintenance duties and equipment operations requiring specialized skills in the areas of natural area stewardship and trail maintenance. Stewardship actions take place in a wide variety of habitats, including waterways, wetlands, forests, woodlands, and savannas. Acts as lead worker for a maintenance crew within the Natural Area Operations work unit.
Work Schedule: This position works five (5) 8-hour shifts (Monday-Friday, 7:00 a.m.-3:30 p.m.) throughout the year. These hours/days will fluctuate depending on seasonal and operation needs.

 Examples of Duties Performed – Duties may include but are not limited to the following:
Inspects, organizes, and performs habitat and grounds maintenance projects within the Natural Area Operations work unit, coordinating the habitat maintenance, trail maintenance, care of trees, native plants, invasive species control and other grounds and habitat work in the natural areas.
Operates computer terminals and uses programs to track daily work schedules; creates and modifies maps; writes equipment specifications; orders supplies and materials, prioritizes work orders, and tracks expenses; assists in the development of project budgets and works with vendors to purchase materials.

Prioritizes maintenance projects and performs grounds maintenance work, habitat maintenance, environmental enhancements, and invasive vegetation removal.

Schedules and participates in the preparation, renovation, and maintenance programs for city park land.

Provides lead direction to other Park Specialists at work site and assists lead worker in overseeing maintenance work at multiple sites.

Works with and supports the efforts of volunteer groups, contractors, other City staff, and/or the staff of other agencies.

Oversees the preventive maintenance of equipment assigned to crew to ensure that it is safe and in operable condition.

Schedules and participates in the repair and maintenance of access routes, gravel roads, foot trails, bicycle trails, and related park amenities.

Installs and maintains kiosks, signs, benches, gates, fences, and similar structures.

Operates and maintains large excavation equipment; large trucks; backhoes, front-end loaders, tractors, mowing equipment, chippers, and other construction equipment; power tools; and specialized equipment to maintain natural resource areas and undeveloped park grounds.

Tree management – arborist work; tree risk assessment, aerial tree work.
Controls invasive species using Integrated Pest Management (IPM) practices and protocols.
Ensures that proper traffic control devices and procedures are used for safe working conditions and public safety at job site.

Supports and respects diversity in the workplace.

Communicates natural area operations goals to the public.

Performs other related duties as assigned.

 Qualifications:
Knowledge of:
Park maintenance principles, practices, and equipment involved in the area of natural resource maintenance.

Principles and practices of natural area restoration and maintenance.

Forest Service and IMBA trail standards.

Safety precautions and the ability to identify hazards.

Understands different soil types and how that relates to plant species, hydrology, etc.

Native plant communities and species identification.

Basic principles of ecology.

Path and trail restoration and maintenance techniques.

Integrated pest management (IPM) concepts including manual, mechanical, chemical, cultural, and biological vegetation control methods, including knowledge of herbicides and herbicide application methods, including spraying with backpack and power-driven sprayers, wiper and wick applicators, injection, low-volume basal treatments, cut and treat the stump, and similar methods.

Ability to
Lead crews, work teams or contractors; include planning, scheduling, and coordinating work.

Ability to maintain records of work planned and accomplished.
Identify native plants and understand their cultural requirements.

Identify and suppress exotic, invasive plant materials.

Renovate and maintain hiking and mountain bike trails.

Operate heavy construction equipment, including Gradall, loaders, backhoes, and tractor crawlers.

Operate small and large trucks, large mowers, power tools, and hand tools.

Instruct others and perform in natural area maintenance practices and methods.

Use herbicides in a safe and effective manner.

Plan and implement non-chemical vegetation management methods.

Work well with other employees and the public.

Plan and organize the work of others.

Provide and wear personal protective equipment as required.

Be available for and respond to emergency call-back.

Perform strenuous laboring tasks under varying weather conditions.

Communicate project objectives to the public.

Minimum Requirements

Experience
Four years of increasingly responsible experience in parks maintenance in natural area park lands.

License or Certificate
Possession of, and ability to maintain a valid Class A Commercial Oregon driver’s license (or ability to obtain); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Traffic control and flagging certification (or ability to obtain).

 Supplemental Information:
In addition to the salary listed above, upon eligibility, the City will contribute the employee contribution of 6% and the employer contribution to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS).   Additionally, employees who defer a minimum of 1% of their base salary into either a Pre-tax or Roth 457(b) account with the City’s Deferred Compensation Plan, the City will contribute 1% of their base salary to their Pre-tax account as a Deferred Compensation Benefit.

Physical Requirements/Working Conditions
Overall 80% outdoors in field environment with exposure to all typical weather conditions, including travel from site to site, and indoors within various building facilities. Exposure to sharp objects/needle sticks, insect/dog bites, moving objects/vehicles, dust/noise/vibration, hostile transients, smoke/fumes/odors, gasses, cramped quarters, inclement weather conditions, slippery surfaces, toxic/caustic chemicals, and biological waste. Uses city vehicle, variety of hand/power tools, back pack blowers, pressure washers, chain saws, hoses, irrigation equipment, mowers, carts, gators, sweeper, equipment trailers, tractors, backhoe, and dump truck. Safety equipment may include; respirator, goggles, face shield, safety shoes, gloves, rain gear, hearing protection, dust mask, hard hat, and other PPE equipment as needed.

Selection Process
