The Water Quality Program is currently looking to fill a Construction Stormwater Inspector (Environmental Specialist 3) position. This position will be located in our Eastern Regional Office (ERO) in Spokane, WA.

This position supports this mission of Ecology, within the Water Quality Program in the Eastern Regional Office, by independently performing professional level environmental duties as a water quality inspector and permit manager for construction sites under the NPDES Construction Stormwater permit. Duties include: Extensive time in the field, Water quality sampling, Site inspections, Report writing, Data Entry and record keeping, Enforcement case development and issuance. The work is self-paced and generally out-of-doors. Incumbent will be spending time on construction sites, working with contractors on pollution prevention measures for their stormwater.

Some of the key work activities of the Construction Stormwater Inspector (Environmental Specialist 3) position include:

• Develops an inspection schedule for Construction Stormwater NPDES sites which correspond to inspection priorities determined by the Watershed Unit supervisor and program priorities.
• Conducts stormwater inspections according to program policies and procedures, and other guidance.
• Conducts initial, complaint, and follow-up inspections to determine compliance with permit conditions.
• May take on-site enforcement actions as well as other enforcement actions as needed. Provides technical assistance to the facilities to improve their ability to comply with the permit.
• May coordinate with the Municipal Stormwater Manager for review of documents.
• May coordinate with the TMDL (Waterbody clean-up Plans) leads and other Ecology staff concerning construction stormwater.

This recruitment will remain open until filled. The initial screening will be September 11, 2015. Required Qualifications:

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis or control or environmental planning.
Additional qualifying experience will substitute, year for year, for education.
A Master’s degree in one of the above fields will substitute for one year of the required experience.
OR
A Ph.D. in one of the above fields.
OR
One year of experience as an Environmental Specialist 2.
The 1 year of experience as an Environmental Specialist 2 can include assisting in any of the following areas: 1) performing field surveys or studies, 2) responding to complaints involving scientific or technical content, 3) preparing public meetings and hearings, 4) assistance with routine inspections or investigations requiring specialized knowledge of industry processes, pollutant sources or natural processes, 5) responding to routine inquires or requests for technical assistance involving scientific content, 6) special projects that are scientific in nature, 7) conducting routine sampling and testing analyses, interprets data, writing reports 8) performing basic sampling data review, 9) maintaining an environmental data base to support technical projects, 10 providing routine environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.

Special Requirements/Conditions of Employment:
Must have a valid Driver’s License.

Incumbent is expected to obtain Sediment and Erosion Control Lead certificate within one year of hire.
