The Spill Prevention, Preparedness, and Response program is currently looking for an Oil Spill Drill Specialist (Environmental Planner 3) position. This position will be located in our Northwest Regional Office (NWRO) in Bellevue, WA.

The main objective of this position is to ensure that the Spills Program has a focus on preparedness for oil spills to Washington waters and land, as well as effective and aggressive responses to oil and hazardous substance spills whenever they occur. The position works to enhance the region’s spill response capability through the development of regional and local vessel and facility oil spill contingency plans, designing drills that test the effectiveness of the plans. It also contributes to the maintenance of the Northwest Area Contingency Plan.

Duties:

The mission of the Spill Prevention, Preparedness, and Response program is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness and response program. The mission of this position is to ensure that the Spills Program has a focus on preparedness for oil spills to Washington waters and land, as well as effective and aggressive responses to oil and hazardous substance spills whenever they occur.
Some of the key work activities of the Oil Spill Drill Specialist (EP3) are:
  • Conducting the planning, evaluation and organization of oil spill drills for regulated rail industry, vessels, other facilities, pipelines, response contractors and drills internal to the Spills program. Key actions include using program goals to design drills, applying written criteria to evaluate drills; writing timely evaluations and monitoring the timeliness of others; performing peer review of others’ work; tracking the accomplishment of drill objectives and lessons learned over a three year planning cycle; and promptly and thoroughly recording drill information in the Marine Information System (MIS) database or other data systems.
  • Coaching participants at drills which prepare Ecology, the response community, spill management teams and local communities for rapid, aggressive, well-coordinated responses, following coaching principles established by the Spills program. Developing materials for technical assistance, for example, keeping the programs’ drill web-pages current and relevant; write technical assistance manuals or focus sheets.
  • Developing criteria used to evaluate the effectiveness of the plans through realistic and strategically designed drills, as well as the readiness of response equipment and personnel capability. Maintaining the northwest area drill calendar. Ensuring the program’s performance measures for timely evaluations are met.
  • Responding to spills from regulated companies to evaluate activation of the plan, oversee cleanup, investigation and enforcement activities. Participating on the Spills Incident Management Team (IMT) in positions designated on the team roster during drills and significant events. Training and demonstrating competency through the ICS credentialing program.

Qualifications:

Required Qualifications:
A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,
AND
Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
OR
One year of experience as an Environmental Planner 2 provided a Bachelor’s degree in environmental science, planning, or environmental health has been attained.
Desired Qualifications:
  • Familiarity with oil spill response equipment, techniques, management.
  • Understanding of Geographic Response Plans and the Northwest Area Contingency Plan.
  • Familiar with freshwater ecosystems.
  • Experience in public speaking, successful participation on work teams.
Special Requirements/Conditions of Employment:
  • The position normally works in a relatively sedentary open office environment, working with computers and other office equipment for long periods of time. However, position also may require spill response in field work which could involve several hours of standing, walking, or squatting each day.
  • This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100,200 300, 700 and 800.
  • Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
  • Be able to obtain the Transportation Worker Identification Credential (TWIC) (TWIC card) which entails a detailed background check.
  • Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
  • Hold and maintain a valid Washington driver’s license and be able to operate a motor vehicle.
