The Toxics Cleanup Program (TCP) is looking to hire a Cleanup Project Manager (Environmental Engineer 2). This position will work out of our Central Regional Office in Union Gap, WA.

This position serves as a project manager for contaminated sites. It directs and manages investigations, assessments, feasibility studies, design activities, and corrective action at assigned contaminated sites within the Central Region. This position ensures compliance with applicable federal, state, and local laws, regulations, and policies and maintains a working knowledge of applicable laws and regulations and prepares, recommends, and/or coordinates enforcement actions as necessary.

Ecology’s mission is to protect, preserve and enhance Washington’s environment, and to promote the wise management of our air, land and water for the benefit of current and future generations. This position provides direct support for Ecology’s mission, and more specifically, the vision and mission of the Toxics Cleanup Program.
Some of the key work activities of the Cleanup Site Manager position are:

• Moves contaminated sites through the cleanup process.
• Provides engineering review of technical and engineering related documents on contaminated sites to ensure consistency with current sound environmental engineering practices, laws, regulations and guidelines with emphasis on design and performance requirements.
• Reviews and evaluates the adequacy of reports relating to remedial investigations, feasibility studies remedial design, and remedial actions.
• Conducts investigations in the application of conventional and innovative engineering techniques for solving environmental problems.
• Negotiates and writes administrative orders and consent decrees.
• Coordinates with federal, state, local and tribal resource agencies and the public on site activities.
• Provides technical engineering assistance to consultants, industry, local authorities, and the public on data interpretation, regulations and practices.
• Inspects contaminated sites to evaluate and documents that investigative and construction methods are in accordance with sound engineering practice and judgment.

An EIT Certificate or a Bachelor’s degree with major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field AND 2 years of engineering experience.

OR

A Master’s Degree with major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field AND 1 year of engineering experience.

40 hour HAZWOPER training, and 8 hour annual refresher.

Ability to travel out of town overnight or multi-night travel to remote locations.

Knowledge of: Principles and practices of environmental engineering; design, construction and operation of air quality control, water supply and treatment and sewage and industrial waste disposal systems; physical and biological sciences as related to environmental engineering; methods and procedures in establishing and administering an environmental program; laws and regulations governing environmental issues; field investigative techniques and data gathering and basic research; practices and methods of environmental problem solving; soil, water or air sampling methods and techniques.

Ability to:  Evaluate technical environmental engineering data and computations; develop designs involving environmental engineering theory and judgment; plan, promote and administer environmental engineering projects; use sound judgment in performing assigned tasks; understand and apply environmental regulations and related laws; write clearly and concisely and prepare maps, plans, charts and graphs; establish and maintain cooperative working relationships with public officials and community groups; write engineering reports and proposed environmental legislation.

Desired Qualifications:

Experience with public works contracting.

Experience working with consultants, private and federal and local governmental authorities to complete large, high-profile projects.

Experience working within a regulatory framework.

Knowledge of:

• Characteristics of contaminants and pollutants.
• Successful remediation technologies.
• Principles, practices, and methods of environmental science, natural resource management, pollution prevention and pollution control.
• Key state and federal environmental statutes, such as RCRA, CERCLA, and MTCA.
• Underground storage tank systems.
• Public works contracting.

Working Conditions:

This position must conduct work in normal office space in addition to field work at contaminated sites. The position requires some extended travel in an automobile to and from sites. Work may be beyond 40 hours a week to accomplish the assigned missions. Overnight or multiple overnight stays away from home may be required.
