This position oversees the Water Quality Group of the Portland Water Bureau. This is a complex function which includes management of laboratory staff, engineering and technical staff, water quality inspectors and others. The Water Quality Manager is responsible for managing these diverse groups of professional and technical personnel in various water quality (WQ) and laboratory environments, which includes planning, organizing, directing and evaluating the performance of assigned managers, supervisors and staff; establishing performance requirements and personal development targets; regularly monitoring performance and providing coaching for performance improvement and development; and management concurrence. The position is responsible for ensuring the bureau’s compliance with all water quality regulations. The person filling this position is expected to anticipate changes in the WQ regulatory environment and position the bureau to be ahead of these requirements, which includes reviewing and analyzing the impact of new regulatory requirements on operating procedures; identifying and resolving issues to develop compliance and implementation strategies; and preparing or directing the preparation of a wide variety of studies and reports. This position will also coordinate activities related to the LT2 variance processes. In addition, this position will develop risk communication strategies and work with the public relations group in order to be prepared for a variety of emergency situations requiring public notification and interaction.
