The Spill Protection & Citizen Response (SPCR) Program Manager within the Pollution Prevention Services Group of the Bureau of Environmental Services plans, organizes, directs and evaluates the activities and personnel responsible for investigations of illicit discharges to the City storm and sanitary sewer infrastructure, dry weather monitoring (IDDE), regulatory reporting to DEQ, and response to spills, Sanitary Sewer Overflows (SSO) and citizen complaints. The Program Manager provides direction regarding responses to and enforcement of City Code violations that have impacted the City sewer system. The Program Manager oversees and trains staff, and develops and updates program manuals to ensure that programs are implemented in compliance with federal and state laws and permits.

The Program Manager has personnel, administrative and financial management responsibilities for the SPCR program (SSO/IDDE/Investigations/Duty Officer), program staff, and Duty Officers on-call 24/7. The SPCR Manager reports to the Environmental Compliance Division Manager.
